The turn lane was originally disrupted when the contractor relocated a 16" water line in this area last year. Both of these water lines come directly from our pump station and are critical in supplying water to the City. There is also a 30" Dallas water line in the same location that relocation will begin on later this year. With all the construction in this intersection it is difficult, if not impossible, to maintain the referenced turn lane. I am somewhat surprised by your comment that we are doing nothing to address this intersection and that you have seen no indication that we are going to fix this intersection. In year's past, the City added a free right turn lane for east bound traffic to turn south onto MacArthur and a gravel turn lane for west bound traffic to turn north onto MacArthur. However, with the construction in the intersection neither one of these turn lanes can be operational at this time. Also, on May 9, 2000, the City Council approved a change order that includes the reconstruction of the entire intersection and extends the project to Kimbel Court. The reconstruction of the intersection will take about 4 to 5 months once they start and will impact traffic, as at a minimum we will need to reduce MacArthur to one lane each way to allow for the reconstruction. The section of Sandy Lake from Kimbel Court to the Elm Fork Bridge was approved by the voters in the 1999 Bond Election. Although a turn lane from westbound Sandy Lake to northbound MacArthur was once paved (and the sign is still posted that there is a turn lane)...the reality is there has not been a turn lane for more than a year....only potholes...no one attempts to turn because of this...so traffic backs up for a mile in the morning and evening. In addition, the "hump" for north and southbound MacArthur is the single cause of traffic buildup for a 1/2 mile or more in the morning and evening. >From all press reports and water bill inserts, I have seen no indication this intersection is scheduled to be fixed despite the extensive construction on Sandy Lake to the west. Please advise on what the city's plans are for this intersection and how we can get the city to maintain the 'turn lane' they have provided... (I am also curious about the city's plans for Sandy Road east of MacArthur to city limits....)
