Goodwin & Marshall, Inc. 2405 Mustang Drive Grapevine TX 76051 RE: Belt Line Trade Center Grading Plan Review Comments Dear Mr. Marshall: The City of Coppell has reviewed the referenced plans and has the following comments to offer: 1. The City strongly advises you to go through the Development Review Committee, Planning and Zoning/Council approval process prior to requesting an Early Grading Permit. Approval of the proposed site plan and the building and layout could be finalized through that process. 2. I discussed with the Planning Dept. and the Parks & Recreation Dept. whether a credit could be given for the building footprint tree mitigation. The Parks Dept. will not allow a credit without the footprint being finalized through the DRC process. 3. If you wish to continue with the Early Grading Permit without the site plan approval, you would be required to pay the tree mitigation fees associated. The Tree Removal permit fee would be based on the removal of all the trees with no credit available for landscaping or trees within the building footprint. If you wish to continue the process without DRC review, please submit grading plan sets that include only the cover sheet, the survey, the grading plan, erosion and sediment plan and details. Provide as many sets of plans as you require for your contractors' use in addition to three sets for the City's use. We will stamp the plans and conduct a pre- construction conference prior to work beginning on the site. Inspection fees of 2% of thc grading and excavation contract (provide a copy with the permit fora0 and a copy of your executed NOI will be due on or before the date of the pre-construction meeting. In addition, we will require a Hold Harmless letter indicating that your client understands that no approval of the proposed site layout has been granted by the City. The letter should also state that any changes to the grades and/or layout based on some future site plan approval will be the sole responsibility of the owner, and not of the City of Coppell.
