RE: Damage to city streets and utilities
Dear Mr. Massie:
On Friday December 3, 2004 contractors working on the installation of Time Warner's fiber
optic cable within the City of Coppell caused damage to city owned streets and utilities. This
letter is being written as a reiteration of City of Coppell requirements for construction within the
public right of way or easement.
I am requesting that you and your contractor attend a meeting to review our requirements at your
earliest opportunity. To touch on a few major items, the contractor is responsible for locating all
existing utilities prior to beginning work in any of the permitted areas. In the event that any city
facility is damaged by the contractors work activity, the city's construction inspector should be
notified immediately. If the damage is such that any city provided service is interrupted the top
priority of the contractor shall shift from his work activity to restoring said service.
Any damage to City of Coppell utilities, streets, or drainage structures shall be repaired to city
standards by the contractor within a reasonable period of time. City standards and material
specifications can be obtained from this office. Any work must be inspected by the city
construction inspector prior to the completion verification process.
The City of Coppell utility operations department has incurred some cost associated with the
damage to a water service on Belt Line Road. Time Warner and M&P NexLevel should expect
some correspondence from that department concerning these costs.
In addition to this meeting request, I would like a written explanation as to why I was told that
the issuance of the Moore Road permit would take the crews off the Belt Line portion and put
them on the Moor Road. That has yet to take place.
