Time Warner-CS041207 T H E · C I T Y · O F cOP[ELL December 7, 2004 Mark Massie Time Warner Telecom 15303 Dallas Pkwy, Ste 610 Addison TX 75001 RE: Dumping of Waste Materials Dear Mr. Massie: Representatives of the City of Coppell observed MP Nexlevel personnel dumping waste material from a Vactron truck on this date. The location is the north side of Belt Line Road between Mockingbird Lane and Moore Road on the south side of the railroad track (see attachment). The property is in a natural drainage way and as such is protected by several ordinances of the City of Coppell and the Texas Commission on Environmental Quality. This activity must cease immediately. The permits issued to Time Warner Telecom do not include permission to dump waste material. Any continued discharge, regardless of whether permission can be obtained, should follow best management practices for containment of silt and sediment including but not limited to silt fences, hay bales, sedimentation basins, etc. If you have any questions or would like to discuss the matter further, please do not hesitate to contact this office.
