A Preliminary Plat for this site (also known as the Vari-Lite site) was approved by City Council on January 9, 1996, and the Planning & Zoning Commission was designated as the final approval authority on the Final Plat. Approval was granted on January 18, 1996; however, this development was never constructed. On April 13, 1999, Council approved a Site Plan and Replat Page 1 of 3 Item # 6 to allow the development of two office/warehouse buildings totaling 240,800-square feet. Since that time, minor site revisions have been made and approved administratively. In July 2002 a Site Plan revision was approved to allow for the construction of an additional 100 parking spaces and covered parking over 40 existing parking spaces to accommodate Kraft Foods and Pulte Homes. TRANSPORTATION: Belt Line Road is an existing six-lane divided major arterial in a 120'-wide right-of-way. Lakeshore Drive is an existing C2U, two- lane undivided road built in a 60'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- Industrial development; LI (Light Industrial) South- Industrial development; LI (Light Industrial) East- North Lake; City of Dallas West- Industrial development; LI (Light Industrial) COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for industrial/showroom uses. DISCUSSION: Page 2 of 3 The subject property was designed as a two-phase development; Phase I has been completed and contains the two buildings totaling 240,800-sq. ft. on 19.15 acres, while Phase II, containing 13.68 acres on the southern portion of the site, remains undeveloped at this time. The applicant is requesting to plat this lot into two lots; the developed lot being Lot 1R and the undeveloped lot being Lot 1R1 for ownership and maintenance purposes. Given that this property has been platted and replatted several times, there are redundancies and inconsistencies in platted building setback lines, which will be "cleaned up" via this plat. All other applicable easements are being carried forward from the previous plat. There is a note on the plat stating that prior to developing Lot 1R1, the property will need to be replatted, again, to establish fire lanes and additional easements, if necessary. The only issue with this plat is that per the most recent FEMA maps, a portion of the property lies within in Zone "A", which is designated as flood plain area with "no base flood elevation determined". Therefore, additional studies will be required to determine the exact limits of the Item # 6 flood plain in this area. Although it appears that in its built condition, this site is not subject to flooding, the Zone "A" line will need to remain on the plat until the owner and his engineer resolves this issue with FEMA. At that time, if no other revisions are required or requested to this plat, the removal of the Zone "A" designation, with proper documentation, may be approved administratively via a Minor Amending Plat. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends APPROVAL of Northlake 635 Business Park, Lots 1R and 1R1, Block D, Replat (Coppell Business Center II), with no conditions.
