Clay, We asked Future Telecom to give us a quote to do the necessary work to
make the repairs to the damaged fiber on Village Parkway. We asked them to
bid it to bore 315 feet just as Capco proposed. Future Telecom is one of
our biggest competitors locally in Texas in the telecom/fiber market. They
are not a "fly by night" company and have been in business for years.
One question I would like to ask, Does Chad or anyone with the lSD have the
original bid documents complete with proposed unit price breakdowns that
were used for the install of this fiber? You should be able to apply those
unit costs to the units involved in this repair and see how much difference
there is. My guess would be that Capco was competitive on the bid therefore
winning the job. At the rates he is proposing on this repair, he would not
have been awarded the install originally. MasTec has owned up to the damage
but remains firm that a "fair market value" repair cost is fair. Let me know
if we can assist further in getting this resolved.
