Tidbits from the Cit~anager One of the things Council wants me to concentrate on is vision, and this morning while watching the Weather Channel and the antics of Punxsutawney Phil, ! decided that we could utilize the same cute mascot system for the water conservation plan. As you know, the plan is set to expire each year on September 15. I propose that on Labor Day each year at high noon, the City's new water conservation soothsayer "Armadillo Annie/Andy" would arise from his small red brick structure located along the banks of Denton Creek just south of the Aquatic Center. Annie/Andy would be placed on a large post oak stump whereupon the Mayor would bend down close to Armadillo Annie/Andy pretending to listen to what Armadillo Annie/Andy was saying. Here's where the option comes in. If Armadillo Annie/Andy bit the Mayor's ear, the water conservation plan would have to stay in effect until October 15. If Armadillo Annie/Andy makes no menacing movement towards the Mayor, the water conservation plan would then be lifted as anticipated on September 15. Just think of all the local businesses that would benefit by such an event. Packed crowds at the Deli, lines at the Diner, new Aquatic Center memberships, etc. I think that we should seriously consider this as a goal for our next Council year -- the Armadillo Annie/Andy festival regarding water conservation. I hope we have an opportunity to discuss this on February 10 and in future goal-setting agendas. If you have any questions regarding this idea, please do not hesitate to contact me directly. I will be out of town until at least Wednesday morning, February 7 taking my son to his college orientation. I plan to leave Saturday afternoon. Next Wednesday, you will receive your first budget handbook for next fiscal year. Included in that budget handbook will be the executive sumnm~ for the five-year plan, our walk-forward, and your budget priorities as you provided them to me. Just a reminder that the MacArthur and Sandy Lake intersection will be closed beginning 9 p.m. on February 9 until 5 a.m. on the morning of February 12. This is in order to prevent a full closure for seven to ten days while the final portion of the Dallas water line is lowered.
