The current reconstruction status of East Sandy Lake Rd. from Kimbel Kourt to the bridge over the Elm Fork of the Trinity River is that the City will open bids on November 16, 2004. Once the bids are received and evaluated, an agenda item will be presented to City Council on December 14, 2004 for award of a contract to reconstruct East Sandy Lake Rd. Because of the holidays, it is anticipated the contractor will start construction sometime around the first of 2005. Constmction is expected to last approximately 18 months, however, two-way traffic will be maintained on that portion of Sandy Lake during construction. This will be accomplished by a variety of ways but mostly by the addition of asphalt adjacent to the existing lanes. The construction sequence is such that the contractor will place asphalt along the south side of the existing lanes then remove the north portion of the existing road and build the new lanes on the north side of Sandy Lake Rd. Once those lanes are constructed, two-way traffic will then be transferred onto them and the south side of Sandy Lake Rd. will be removed and rebuilt. Again, the time line for completion is approximately 18 months or toward the middle of 2006. I have reviewed work orders that we received on east Sandy Lake Rd. that date from January 15, 2003 to August 18, 2004. The work that we have completed is as follows: 1/15/03 - patched shoulder of Sandy Lake Rd. with hot mix at its intersection with Kimbel Kt. 2/24/03 - filled 3 potholes in front of nursery on north side of Sandy Lake Rd. 2/25/03 filled several potholes along Sandy Lake Rd. 4/8/03 - filled several potholes between MacArthur and the bridge and placed an asphalt patch over a low area. 4/16/03 - placed an asphalt patch over a low area near St. Joes' Retirement Village. 5/29/03 graded shoulder of Sandy Lake Rd. near Riverchase and Starleaf. 12/1/03 filled pothole at Riverchase and patched a low area with asphalt. 12/16/03 - filled pothole at Riverchase and Sandy Lake Rd. and leveled up a low area with asphalt. Also filled several potholes near the nursery on the north side of Sandy Lake Rd. 3/10/04 filled several potholes along Sandy Lake Rd. 5/6/04 filled pothole near Riverchase. 8/18/04 - filled several potholes along Sandy Lake Rd. In addition to these ~vork orders, which are citizen-generated, my Streets Dept. has been instructed to drive this section of Sandy Lake Rd. at least weekly and maintain the potholes as necessary. In regard to the failure on Kimbel Kourt near Village Parkway, I have instntcted my inspector for the sewer line project to have the contractor repair that area as soon as possible. I have also asked the inspector to evaluate that vacant comer to dete~qine if any of the debris on that lot is the result of that contractor using the lot. If so, that will be cleaned up. If the comer of Kimbel and Village Pkwy is unsightly from lack of care by the property owner, then that will be turned over to Code Enforcement for action. You are correct that there has been some construction along east Sandy Lake Rd. in the past few years. I evaluated traffic volumes from 1994 and from 2004 to determine the increase in traffic during that time. On September 6, 1994, a traffic count was taken on east Sandy Lake Rd. between MacArthur and Riverchase that showed there were 11,089 vehicles per day on that portion of Sandy Lake Rd. When I received your email, I authorized another traffic study, dated October 21, 2004, that showed there are now 13,807 vehicles on that portion of Sandy Lake Rd. In the past 10 years there has been an increase of 2, 718 vehicles per day on that portion of east Sandy Lake Rd. Our Thoroughfare Plan shows thai a typical 2-lane road can handle about 10,000 vehicles per day and still maintain a high level of service. In reviewing other information, it was noted that each lane of a collector street should be able to handle about 11,000 vehicles per day, however, that volume would impact level of sexwice. Based on that information, east Sandy Lake Rd. would have the capacity to handle about 11,000 vehicles eastbound and about 11,000 vehicles xvestbound, or approximately 22,000 vehicles per day. The guidelines in our Thoroughfare Plan severely restrict that number to provide for a higher level of service. The actual lane volumes on east Sandy Lake were 7,584 eastbound (from MacArthur toward Carrollton) and 6,223 vehicles westbound for a total of 13,807. Therefore, while there has been an increase in usage over the past 10 years, it is not 50,000 vehicles per day and the road itself is not over capacity. The City ~vill continue to monitor and patch potholes as necessary between now and the time this project begins construction. I have spoken to your representative who answers the phone twice in the last year - the last contact was made on or around September 20, 2004 - about the rotten condition of and the safety and traffic issues on Sandy Lake Road east of MacArthur Blvd. up to the bridge separating cites of Coppell and Carrollton. New Construction In the last three years, the usage on Sandy Lake Road has increased tremendously (like 50,000 cars a day). The increase in traffic was anticipated by the City. However, the Adult Living community and the four (4) Commercial outlets (the "Developments") were allowed to be built before fixing and expanding the portion of the road in question. Why was the construction not banned until the road was built to handle the additional traffic? In addition, because of the Developments, cars using them have become an impediment and hindrance to other traffic. While turning to access the Developments or to access the road from the Developmets, I have personally seen accidents occuring and the people jogging or walking being almost run over. Rotten Condition of Road and Safety Aisc, the condition of the road is so bad that the cars' chassis/frame, tires, glass due to flying debris, etc. are being damaged which may result in the City being sued for negligence and auto repairs. My taxes, which are very high to begin with, will then go up again. Action Needed Please have the portion of the road in question completely carpeted ASAP until the REAL construction starts, which I have been haering will start soon for the last three years and then will take an additional two years to complete after that. In addition, the road should be expanded ASAP properly for the time being at places where the traffic feeds into the street from the Developments and at the junctions where other streets intersect it. I also plan to send a bill to the city for damages to my cars. Kimble Ct. I also told your representative about Kimble Ct. Street where it meets So. Village Parkway. The street has been crushed by the tankqike machines used for the sewage pipeline and still has not been fixed. Please fix it ASAP. In addition, the area when one turns east on Village Parkway off of MacArrthur near the elementary school look like it belongs in the "projects." It appears uncared for, looks unclean and smells bad.
