TR0401-CS040224P~n~l From: Keith Marvin To: Griffin, Ken Date: 2/24/2004 4:28:06 PM Subject: Impact Fee Proposals Ken, I looked over the impact fee proposals and I have the following general comments: 1. Both firms appear to meet the minimum requirements and their proposals generally conform to the information requested in the RFP. 2. Birkhoff, Hendricks & Conway (BH&C) appears to have more relevant experience with water and sewer systems both within Coppell, and within the regional area. 3. Freese and Nichols (FNI) is a much larger firm with a broader background. This gives them the ability to complete the entire project "in house" without the use of multiple sub-consultants. The strength of the individual project managers seems to be about the same. My recommendation would be to go with FNI. Part of that is due to the fact that I have worked with them in the past, and they have produced pretty good work. The other reason for my recommendation is that they highlighted the public involvement in the process, and that the materials they sent us (proposal) were more visually appealing. Any time you involve people with a non-technical background the materials you present to them need to be visually appealing, and simple to see and understand.
