ST9905-ES040611Walter Hogg PS karry Futerl~as 3136 Routh Street, Suite 203 Dallas, Texas 75201-1335 COFFELL June 11,2004 Bethel Road I / Project # ST 99-05 Parcel 3 Right-of-Way Parcel 3E Slope Easement Parcel 3El Temporary Construction Easement Dear Mr. Futerfas: This letter is a written as a follow-up to my October 6, 2003 letter in which the city offered $33,583.67 for the acquisition of the aforementioned right-of-way, slope easement, and temporary construction easement from Parcel 3. Because that offer was rejected, the City of Coppell hired the firm of Evaluations Associates to perform a detailed appraisal of the property to determine the value of the right-of-way, slope easement, and temporary construction easement. This section of Bethel Road is scheduled to begin construction in late 2004. Tberelbre, it is imperative that thc city obtain the necessary right-of-way so that the utility companies can begin their relocations. The schedule was pushed back somewhat while we negotiated with Dallas Fort Worth Airport to obtain the right to construct the road on their property. The agreement between the City of Coppell and DFW Airport was approved by Coppell's City Council on June 8, 2004. We are now mowng ahead with acquiring thc remaining right-of-way to t:acilitate the bidding of the project, so that construction can begm in late 2004. The appraisal has determined the value of the right-of-way to be $1.25/sq. lt. The appraiser determined that the slope easement xvill have a minimal impact on the developability of the remainder of the property. Therefore, the appraiser assigned a value of 25% of the appraised value of the property for the acquisition of the slope easement. In regard to thc temporary construction casement, the appraiser determined that it should be viewed as a lease of a portion of the property for the duration of the project. Therefore, the appraiser assigned a value of 5% of the appraised value of the land fbr acqmsition of the temporary construction easement. This letter constitutes an offer from the City of Coppell for the acquisition of right-of-way, slope easement and temporary, construction easement as follows: 1. Acquisition of permanent right-of-way at $1.25/sq. ft. x 39,113 sq. fi. 48,891.25 2. Acquisition of slope easement at ($1.25/sq. lt. x 1,268 sq. ft.) x 25% 396.25 3. Acquisition of temporary constructton easement at ($1.25/sq. ft. x 12,154 sq. ft.) x 5% 759.63 Total Offer $50,047.13 If the above offer of $50,047.13 is acceptable to you please sign below and return a copy of this letter to my office. Once a signed copy is received the process for payment of the $50,047.13 can begin. When the check is ready we can arrange a mutually agreeable time to meet and notarize the documents in exchange for the :beck. If the above off'e) is not acceptable to you, I would also appreciate a response to that fact m an expeditious manner. Once the City has undertaken an official appraisal of/he property, by law, the city can only offer the value of the appraisal to the property ovmer.
