Dear Mr. Futerfas:
This letter is a written as a follow-up to my prior letters concerning acquisition of right-of-way, slope
easement, and temporary construction easement from your property. It also is a follow-up to our recent
telephone conversation concerning the same. I apologize for the length of time it has taken to respond to
that telephone call; however, I did take the time to ensure that a sewer line could be constructed with the
Bethel Rd. reconstruction project, from the intersection of Freeport Parkxvay west to your eastern property
line.
During our last conversation, we discussed items such as utilities to the property and the actual value that
the City was offering for the right-of-way. It is my understanding that you have an offer in hand of
$3.15/per sq. ft. You may recall that the Dallas County Appraisal District has the property listed at
$.79/per sq. ft. and the appraisal performed for the City of Coppell valued the property at $1.25/per sq. ft.
However, because you havc a potential offer in hand greater than these numbers, it is my opinion that it
would be prudent on thc City's part to attempt to make an oft'er closer in line to the potential sell price
that you have. With that in mind, I would like to structure an oft'er that provides both monetary value and
work in kind for the acquisition of the necessary right-of-way and easements from your property.
'Fo construct a sewer line from Freeport Park~vay to the eastern edge of your property requires about
1.450 linear foot of 8" PVC sanitary sewer. Along with that, four sanitary sewer manholes would need to
be constructed and also one drop structure would need to be built on an existing manhole at the
intersection of Bethel Rd. and Freeport Pkwy. Based on current prices that we have, the value of the
sanitary sewer construction would be in the range of approximately $65,000. Because the sanitary sewer
line would be constructed in the right-of-way of Bethel Rd., it is my opinion that it would be prudent to
construct the sanitary sewer with the construction of Bethel Rd., as opposed to building the road and then
coming back at some later date to construct a sanitary sewer line. Building a sewer line at a later date
would incur additional expenses associated with restoring landscaping, sprinkler systems and any other
damage that might occur to adjacent properties and the improved street. So again, it is my opinion that
constructing thc sanitary sewer line with the road provides the best alternative.
With that in mind, I am proposing to offer of $3.15/per sq. ft. for the right-of-way and temporary
construction easement, ~vhich equates to a total of $126,119. I am also proposing that the City construct a
sanitary sewer line from Freeport Pkwy. to your property with the construction of Bethel Rd. Because
construction prices vary on any g~ven project, I am only using a value of $55,000 for the sanitary sewer.
Therefore, the final monetary amount paid to you would be $71,119. This is the total of the right-of-way,
slope easement and temporary construction easement valued at $3.15/per sq. ft., minus the value of the
sanitary sewer at $55,000.
l-his letter constitutes an offer from the City of Coppell for the acquisition of right-of-way, slope
easement and temporary construction easement as follows:
1. Acqmsition of permanent right-of-way at $3.15/sq. ft. x 39,113 sq. It. 123,206.00
2. Acquisition of slope easement at ($3.15/sq. ft. x 1,268 sq. ft.) x 25% 998.00
3. Acquisition of temporary construction easement at ($3.15/sq.ft. x 12,154 sq. ft.) x 5% 1,915.00
4. Construction of 8" sanitary sewer line by City of Coppell (estimated value $55,000) -55,000.00
Total Cash Offer
$71,119.00
If the above offer of $71,119 cash and the construction of an 8" sanitary sewer line to your property, with
an estimated value of $55,000, is acceptable to you please sign below and return a copy of this letter to
my office. Once a signed copy is received, the process for payment of the $71,119 can begin. When the
check is ready, we can arrange a mutually agreeable time to meet and notarize the documents in exchange
for the check.
If the above offer is not acceptable to you, I would also appreciate a response to that fact. Also, if you
wish to discuss this further please contact me as soon as possible.
