Construction Plan Review Comments
Dear Mr. Heischman:
The City of Coppell Engineering Department has reviewed the referenced plans and has the
following comments to offer:
Cover Sheet -
I. Remove the "Plan Approval Paragraph." The city will stamp the plan sets upon approval and
sign the city stamp.
2. Add a location map to the cover sheet.
Final Plat -
1. Provide comer clips at all intersections where the barrier free ramps will encroach onto the
adjacent private property. All sidewalks and ramps must be within the public Right of Way, or
a dedicated sidewalk easement.
2. It appears that a drainage easement will be required across the comer of Lot 6, Block B.
3. A utility easement will be required across Lot 1X, Block A for the water line that needs to be
reconfigured per the comments on the water and sewer plan.
4. An easement may be required across Lot 9, Block A per comments on the water and sewer plan.
5. The 30' Access Easement shown across portions of Lots 11X and 8X, Block C should be
modified to either read "Emergency Access Easement" with a note that it will be abandoned
when Snowshill Trail is completed out to Lake Vista Drive. An alternative to this change would
be to give the city an executed copy of a separate instrument dedication of this easement, and
we would only file it in the event phase II of the development did not occur. This access should
be gated and equipped xvith a Knox Lock for emergency nsc only.
6. It appears that your legal description on page 2 of the plat does not correspond to the metes and
bounds call outs on the plat.
7. A fire lane should be indicated on Lot 8X, Block A to coxer the required turn around. This
concrete section will need to meet the requirements ora firc lane as well.
8. Lots 15 and TX, Block B may require a Visibility Easement. Either demonstrate that one is not
required, or provide an appropriate easement.

Paving Plan & Profile -
Sheet 1 of 5-
1. See comment 8 on the plat concerning visibility at the intersection of Lake Vista Place and
Wa~vick Lane.
2. The City of Coppell will need to have something in our files from the City of Lewisville
granting approval for connection to Lake Vista Drive.
3. The connection from Milton Way to Lake Vista Drive is temporary access and is for emergency
use only. As such the connection should be gated, and equipped with a Knox Lock.
4. All fill material shall be compacted to 95% standard proctor density.

5. Provide details of how the driveways will work around the inlet shown adjacent to Lot 30,
Block A.
6. Barrier free ramps will need to be constructed at all intersections at the time of development.
This includes intersections of streets, alleys, and parking areas.
7. Sidewalks shall be constructed adjacent to any "X" lots at the time of construction.

8. Alley pavement section shall be 6" thick the whole width of the alley. Alley paving shall be
placed on lime stabilized subgrade.

9. Provide details of how the driveways will work around the inlet shown between Lots 7 and 8,
Block D.
Parking Plan -
1. Show sidewalk and barrier free ramps for all parking areas.
2. It appears that some of the lot numbering is not correct, and that some of the parking areas
shown may not be in this phase.
3. Drainage in the parking area shown on Lot 6X, Block A should be picked up in the parking lot
and conveyed to an acceptablc outfall.
Drainage Area Map -
1. Check the calculations for the collection at inlet C-5. Addressing comment 3 under the Parking
Plan should resolve this issue.
2. From the Grading Plan Warwick Lane appears to have a difference ofapproxilnately one-foot in
elevation from one side of the street to the other. If this were correct, your street capacity
calculations would not be con'ect.
3. Provide details of driveway access where a possible conflict exists between drives and inlets.
Storm Sewer Plan & Profile -
Sheet I of 3-
1. Coordinate connection to the City of Lewisville storm sewer system with the City of Lewisville.
Provide documentation for our files that they have agreed to the connection.
2. Show all utility crossings in profile. Provide a concrete cradle where less than two feet of
vertical separation is present between storm drain pipe and city utilities.
3. Coordinate pipe sizes between the plan and profile views.

4. Correct the manhole elevation at STA 0+00 lines C-1 and C-2.

5. Show 18" and 21" lines connecting to the manhole at 0+58.69 Line C.

6. Correct the pipe sizes in the profile of line C-3.
Water & Sanitary Sewer Plan -
1. There needs to be a valve on the 12" water line on the w'est side of MacArthur Blvd. between
the two connections to the water system. If there is not an existing valve, one will need to be
cut in.
2. The fire hydrant at the entrance to the development should be on the xvest side of Lake Vista
Place. This will require an additional easement on the plat.
3. Main line water valves should not exceed 500-foot spacing.
4. Is it possible to connect to the existing manhole on the east side of MacArthur Blvd. and avoid
the additional bore? This would require an additional easement on the plat.
5. TCEQ regulations require the construction ora manhole at all points of curvature on sewer
lines. There are several places where it appears the curvatnre can be eliminated, and all other
points should have a manhole.
6. No water or sewer services are indicated for the amenity center. Indicate the size and location
of these services.
7. Indicate the size and location of irrigation meters on this plan.
8. Indicate the location of any sleeves under the roadway for imgation purposes on this plan.
9. Sewer services should be extended approximately 5 feet past the property line. This will allow
the plumbing contractor on the buildings to connect more easily.
10. Water meters and sewer cleanouts should not be located within driveways.
Sanitary Sewer Profile -
1. Ensure proper separation between water and sew, er crossings. If the required nine feet can not
be met, follow TCEQ guidelines.
2. Manholes greater than 12 feet in depth shall be 5 feet in diameter.
Grading Plans -
1. Retaining walls exceeding four feet in height need to be designed by a licensed professional
engineer. The wall adjacent to MacArthur Blvd. needs to be designed for the additional loading
of the adjacent street. Macarthur Blvd. shall be protected at all times during construction of the
wall.
2. There are several places where the spot grades shown on the top of curb does not match the
street profile from the paving plans.
3. There are several places where the top of curb elevation is shown to be higher than the adjacent
property.
Erosion Control Plans -
1. Can the existing curb cut and parking lot be utilized for your construction entrance?
2. Comply with all TCEQ requirements for stormwater pollution prevention.
3. Provide a copy of the executed NOI for the city's records.
4. The city requires the use of steel posts and wire backing for all silt fence installation.
Sidewalk Plan -
1. Provide ROW comer clips on the plat where barrier free ramps encroach on adjacent property.
2. Barrier free ramps are to be constructed by the developer.
3. Sidewalk adjacent to MacArthur Blvd. should be 5 feet wide.
4. Show all proposed sidewalks, including sidewalks through parking areas.

Miscellaneous other Plans -
1. The contents of the balance of the plans in this set arc not permitted by this department, and
therefore should be removed from future submittals.
2. Include on the plans previously reviewed any sleeves, meters, details, etc. that is pertinent to the
civil infrastructure to be constructed.
Please make the necessary changes and submit these marked-up plans and two sets of revised
