Dear Mr. Campbell:
We have investigated your claim of July 6, 1999 concerning the pavement
failure on Bethel School Road. In conversations with your personnel, we
learned there had been a waterline failure in this area which flooded the
trench and caused the pavement to fail.
We do not consider this to be Pate Brothers' fault and at this time are
denying responsibility for this pavement failure.
