Dear Mr. Meats:
I have received and reviewM portions of the right-of-way documents provided to me at the end of
August. One of my concerns with the right-of-way documents that were provided is that documents
within both the City of Coppell and the City of Dallas were provided this office. It is my
understanding that Dallas County is responsible for secaring right-of-way that is in the City of
Dallas. There are also three parcels: 2DE-l, 10-SE and l 1-SE that are partially in Copper and
partially in Dallas. If in fact each City will be acquiring their own right-of way easements then those
parcels need to be divided into parcels that contain only the area within each city. We may need to
discuss this further so that one entity or the other takes the responsibility for acquiring those three
parcels, with the other entity paying the prorated cost of the acquisition against the area in the City.
From my review of the documents, the only parcels entirely within the City of Coppell are 1ROW, 3
ROW, 3-SE, 4-SE, 5-SE, 9-SE-l, 9-SE-2, 12-SE-l, 12-SE-2, 13-ROW, 13-SE. Again, there are
three parcels partially in Coppell and Dallas.
I am unsure if Dallas County is or has performed a review of the documents, however, there are
numerous errors in the right-of-ways parcels as presented to this office. Those errors or concerns
are listed as follows:
1. Sheet L4 of L4 shows a different configuration of Parcel 12 from what the individual right-of-
way documents show.
2. Parcel 3-SE, the fourth call shows S 00° 09' 40' E on the legal and S 00° 09' 50' E on the
exhibit.
3. Parcel 4-SE, the second call shows a distance of 142.36 feet on the legal and 134.31 feet on the
exhibit. The eighth call shows a chord bearing of S 85° 15' 30" W on the legal and S 85" 15'
30" E on the exhibit.
4. Parcel 5-SE, the third call shows a chord bearing of S 79° 34' 25" W on the legal and N 34' 25"
E on the exhibit.
5. Parcel 9-SE1, the fifth call shows a central angle of 31° 56' 18" on the legal and 31° 56' 184" on
the exhibit. Also, on the exhibit the complete direction for the chord bearing is not shown. It
appears as though the curve data needs to be moved further left on the legal description.
6. Parcel 9-SE2, the fourth call shows S 86° 15' 41" E on the legal and on Sheet 2 of the exhibit it
shows N 86° 15' 41" E and sheet 3 shows S 86° 15' 41" E.
7. Parcel ll-SE, the fourth call shows S 00° 35' 31" W on the legal and S 00° 35' 31" E on the
exhibit. Also, on the legal for this same curve information the chord distance should 129.36. ~
8. Parcel 12-SE1, the second call shows N 86° 15' 41" E on the legal and S 86° 15' 41" E on the
exhibit. The fourth call shows N 86° 15' 42" W on the legal and N 86° 05' 42" W on the
exhibit. Also, the last call shows N 00° 35' 31" W on the legal and N 00° 35' 32" W on the
exhibit.
9. Parcel 12-SE2, the eight call shows N 03° 44' 18" E on the legal and N 03° 44' 19" E on the
exhibit.
Please be advised that I did not check the closure or the accuracy of the legal description provided, I
merely compared the legal to the exhibit. I also did not review any documents for record in Dallas.
