The apparent low bidder was Tiseo Paving Company. Based on past work experience with Tiseo, it is my recommendation that the bid be awarded to Tiseo Paving Company in an amount of $4,828,324.41. Staff will be available to answer any questions at the Council meeting. FINANCIAL COMMENTS: Funds are available in the 2002 Street CIP account for this contract. Griffin, P.E., Director of Engineering/Public Works December 14, 2004 Consider approval of awarding Bid/Contract #Q-1004-01 to Tiseo Paving Company for the construction of East Sandy Lake Road (from Kimbel Kourt to east city limits) in an amount of $4,828,324.41, as provided for in CIP funds; and authorizing the City Manager to sign. On November 16, 2004, four bids were opened for the East Sandy Lake Road project. The low bidder on the project was Tiseo Paving Company in an amount of $4,828,324.41. Tiseo Paving Company bid 480 calendar days for the construction of the project. This means that the construction should be completed in the summer of 2006. Council may recall that this project is the long awaited completion of Sandy Lake Road east to the City of Carrollton. This project was originally included in the 1991 Dallas County Bond Program along with the construction of Belt Line Road (from Denton Tap to MacArthur). Because of funding constraints, Dallas County completed the construction of Belt Line Rd. and left the construction of Sandy Lake Rd. to the City of Coppell. Subsequently in 1999, a bond election was held which included the construction cost associated with East Sandy Lake Rd. During construction there will be traffic slow downs and access issues. Every attempt has been made to maintain two-way traffic in the construction zone and provide adequate access to all property at all times. Because of the floodplain associated with the Elm Fork of the Trinity River, a substantial amount of fill is being placed along the existing Sandy Lake Road corr/dor to elevate the future roadway section. It is the placement of this fill that will have the most adverse impact on access to the adjacent properties. Again, every attempt has been made to insure that access will be provided at all times to all properties. In the construction plans it has been noted that the contractor will fill the north side of Sandy Lake Road initially, while constructing a temporary asphalt section along the south side to provide for two-way traffic. Once the north side has been constructed, two-way traffic will be switched to the north side of Sandy Lake Rd. while the south side is then filled and constructed. Again, the construction should be completed in the summer of 2006. The final engineer's estimate for the construction of this project was approximately 5 million dollars. My estimate of the construction cost was closer to 5.5 million dollars. Therefore, the City has received a very competitive bid on this project. In fact, the bids ranged from 4.8 million up to 5.8 million dollars and there was only approximately $66,000 between the low and and next low bidder. Tiseo Paving Company has recently performed several projects for the City of Coppell. Those include Bethel School Rd., near the Post Office, and Ruby Rd. (from Coppell Rd. to Freeport Pkwy). Staff recommends the award for the construction of East Sandy Lake Road (from Kimbel Kourt to the east city limits) to Tiseo Paving Company in an amount of $4,828,324.41.
