S~/bject: Riverchase Townhouse Addition (400 South Macarfhur) Dea~F~itlit- This letter outlines and addresses the issues surrounding our mutual desire to achieve the best quality street that we can for the city of Coppell and our future residents of our project. We believe that we can achieve the highest level of "quality" as well as economy by utilizing a combination of hand placement as well as a vibratory screed in lieu of a slip form paving machine. I have outlined and documented our concerns and they are as follows: For reference we are citing a chapter entitled "Factom that Affect Roughness" of a book produced by the American Concrete Pavement Association titled "Constructing Smooth Concrete Pavements;" 2003. In this chapter it addresses the horizontal curvature of streets layed with slip form paving machines and states, "As the degree of horizontal curvature increases, the potential for roughness within the curve also increases.' More specifically, when the degree of curvature exceeds 6 degrees (or the radius of curvature falls below 300 m [1000 ft]), the contractor must focus increased attention to the machine operation and the stringline staking interval. Where the curvature exceeds 7 degrees it is virtually impossible to construct the surface to the same specified tolerance desirable for a tangent section because of the significant corrective adjustments required by the equipment. Therefore, specified smoothness tolerances should recognize these practical limitations and either omit or relax the smoothness index requirements for curves below a radius of about 300 m (1000 Our other dilemma is related to economies of scale. We have been unsuccessful to get a large paving contractor to give us a bid based on the difficulty of achieving a smooth street with our tight radiuses as well as the high cost of mobilizing a slip form paver for such a small amount of paving. I would like to state that the invention of the slip form paving machine was in response to cut down on the enormous labor costs of producing our nations roads as the federal government aggressively pursued an intrastate highway transportation system. If performed carefully, all placing methods whether by hand or by machine can achieve a high quality and smooth street with the exception of the machine's natural limits to perform curves and we are committed to achieving as high of "quality' street as possible regardless of the method of placement. i~ii~ JR ROSE DEVEL OPIVIEN'F L.LC The other issues that we would like to address are related to the future driveways and how we can plan to achieve the highest "quality" outcome by planning ahead. We are veq, fortunate on this project to be able to determine the location of the driveway entrances off the street. With a typical residential development the locations of driveway cuts are unknown as buyers are given many options on orientation and various types of floorplans and driveway locations. I have sketched several strategies based upon our meeting for your review in an effort to achieve a better finished product. (see attached). We are fortunate to be building in the City of Coppell and we highly value our relationship with the city. It has been and remains our desire to work with you to achieve the highest quality project possible. Throughout the process of zoning we committed to comply with whatever the City of Coppell asked for, and likewise the wonderful people of the City of Coppell worked with us also. I believe the curvilinear road, although not as easy to build as a straight one, as well as the colorful landscaping that will embrace it will se~,e us both well by adding romance and character to our development and to the City of Coppell.
