Dear Mr. Rose:
We are in receipt of your letter of January 12, 2005 requesting approval to perform paving for
your development by using a combination of hand placement as well as use of a vibratory screed
in lieu of a paving machine. We have reviewed your letter and proposal and have determined
that the use of a paving machine will be required for those portions where machine placement is
possible. Hand placement will be permitted only where the machine cannot be used.
We made this determination based on our need for long-term durability of the concrete to be
placed, and feel the vibratory screed and hand placement does not permit the required
consolidation of paving materials. As you are aware, developers are required to provide a 2-year
maintenance bond for public portions of a development's paving. The City takes over
maintenance for the duration of the life of the street at the end of the two years. Due to those
concerns, we feel the best quality and long term durability rests in following the existing
standards and requirements.
In reference to your additional request for leave-outs of the drive approaches, a leave-out will
only be considered for any driveway that will be constructed within 90 days after the final
acceptance of the infrastructure by the inspector, Larry Davis. The details of the leave-out will
need to be worked out to the satisfaction of Mr. Davis.
