Dear Ms Thomas:
On April 16, 2003 the City of Coppell received a letter from Accessology, Inc. concerning
deficiencies in the Sandy Lake Road project that appear to be in non-compliance with the Texas
Accessibility Act. Subsequent to the original letter, there have been two extensions, with the last
extension granted on October 29, 2003. On November 10, 2003 a detailed walk-thru was
performed by myself, Garreth Campbell, City of Coppell Project Inspector, and a representative
from Accessology, Inc. to discuss each deficiency from the original April 16, 2003 letter.
The attached information is a detailed explanation of each deficiency. However, in summary, the
City is requesting a blanket variance for the following locations: 4.3.7 (8, 10, 11, 12, 13, 14 & 16);
4.7.2 (6, 7 & 8) and a separate variance request for the eastern driveway into the Georgetown Plaza
Shopping Center 4.7.2 (2a.) and 4.3.7 (7a.).
We will wait to perform any improvements until such time as the State has ruled on the variance
request. Because of bidding requirements associated with performing this work there could be an
additional request for an extension to complete the work once the variances have been ruled on by
the State.

4.3 ACCESSIBLE ROUTE 4.3.7 SLOPE
VIOLATION
1) The accessible route (sidewalk) which connects to
the curb ramp on the east side of the main driveway
entrance to Kroger located on the north side of
Sandy Lake in the 900 block has a cross slope of
6.1%.
2) The accessible route (pavestone crosswalk)
between the two curb ramps at the main driveway
entrance to Kroger located on the north side of
Sandy Lake in the 900 block has a cross slope of
5.6%.
3) The accessible route (sidewalk) which connects to
the curb ramp on the west side of the main driveway
entrance to Kroger located on the north side of
Sandy Lake in the 900 block has a cross slope of
8.6%.
4) The accessible route (pavestone crosswalk)
between the two curb ramps at the west driveway
entrance to Kroger located on the north side of
Sandy Lake in the 900 block has a cross slope of
6.8%.
5) The accessible mute (crosswalk) between the two
curb ramps on either side of Meadow Glen located
on the north side of Sandy Lake has a cross slope
that varies from 3.4% to 4.6%.
6) There is a portion of accessible route (sidewalk)
that connects to the curb ramp on the east side of
Meadow Glen on the north side of Sandy Lake that
is approximately 5 ft. in length with a slope that
varies between 9.6% and 11.0%.
SOLUTION
Install new curb ramp closer to Sandy Lake Rd. on a
flatter section of sidewalk and crosswalk.
As noted in #1, a new ramp will be installed at a
flatter slope of sidewalk and crosswalk. Because of
existing construction constraints, prior to roadway
construction, i.e., elevation of Kroger parking lot,
request a variance.
Install new ramps closer to the street and a flatter
slope of the crosswalk.
When new ramps are installed, as noted in #3, the
crosswalk will meet standards.
Install new curb ramps closer to Sandy Lake Rd. on
a flatter section of crosswalk to be in compliance.
Stain portion of the sidewalk that is sloped too much
as a ramp.
7) The accessible route (crosswalk) between the two
curb ramps for the 3 drive entrances for Georgetown
Plaza located in the 700 block of Sandy Lake on the
north side have a cross slope that varies between
3.3% and 7.8%.
8) The accessible route (crosswalk) between the two
curb ramps located on either side of Heather Glen
has a cross slope that varies between 6.4% and
8.1%.
9) The accessible route (crosswalk) between the two
curb ramps located on either side of the drive
entrance into 636 Sandy Lake (across from Raven
St.) has a cross slope of 7.9%.
10) The accessible route (crosswalk) between the
curb ramps located on either side of Sirmnons at
Sandy Lake has a cross slope that varies between
6.2% and 8.0%.
11) The accessible route between the curb ramps
located on either side of Maple Leaf has a cross
slope that varies between 4.8% and 6.2%.
12) The accessible route between the curb ramps
located on either side of Raven has a cross slope that
varies from 4.9% to 6.7%.
13) The accessible route between the curb ramps
located on either side of the 3'd drive entrance (going
west) into the strip shopping center located on the
south side of Sandy Lake and east of Moore has a
cross slope that varies between 5.8% an d6. i %.
a. Eastern driveway: based on field conditions prior
to construction i.e., existing parking lots, brick
screening walls, utilities, etc., no viable solution
exists to remedy the issue at the eastern driveway.
Request a variance.
b. Middle driveway: install new ramps closer to
Sandy Lake to be in compliance.
c. Western driveway: no issue.
Because of existing construction constraints, prior to
roadway construction, i.e., Heather Glen on a severe
slope to the south and existing inlets on Heather
Glen, request a variance to the crosswalk and cross
slope requirements.
Install new ramps closer to the roadway to provide
access on a flatter cross slope of the crosswalk.
Because of required lowering of the new street for
drainage purposes, request a variance to the cross
slope.

located on either side of the l~t drive entrance (going
west) into Town Oaks Center located on the south
side of Sandy Lake has a cross slope of 6.3%.
Because of existing construction constraints, prior to
roadway construction, request a variance.

appears to be within tolerance. Request this
comment be removed.

4.7 CURB RAMPS 4.7.2 SLOPE

1) The slope of the curb ramp located on the west
side of the main driveway entrance to Kroger
located on the north side of the street of Sandy Lake
in the 900 block, has a slope of 9.3%.
2) The slope of the curb ramp on either side of the

the 700 block of Sandy Lake on the north side varies
between 10% and 15%.

southeast comer of Sandy Lake at Samuel is 13.1%.

5) The slope of the curb ramp located on the
southeast corner of Mockingbird and Sandy Lake is
9.3%.
6) The slope of the curb ramp located on the
southeast side of the third drive entrance (going
west) into the strip shopping center located on the
south side of Sandy Lake and east of Moore is
12.8%.
SOLUTION
This issue will be resolved with the installation of
new ramps, as noted in ~
a. Eastern most driveway, based on field
conditions prior to construction i.e., existing
parking lots, brick screening walls, utilities,
etc., no viable solution exists to remedy the
issue at the eastern driveway. Request a
variance.
b. Issue will be resolved with the installation of
new ramps, as noted in 4.7.3(7). Need to
provide sawcut grooves on existing sidewalk.
c. Western most driveway, remove and replace
east ramp.
Remove and replace existing ramp with a series of
ramps to meet requirements.
Remove existing ramp, construct flat area off of
street and provide a ramp along the west side of the
landscaped area.
