Construction Plan Review Comments
Dear Mr. Akin:
The City of Coppell has reviewed the referenced plans and has the following comments to offer:
Minor Plat
1, Provide the volume and page information for the existing 20' utility easement that will be
partially abandoned.
2. Describe by metes and bounds the portion of the existing 20' utility easement to be
abandoned by his plat.
3. The 24' firelane and access easements do not include public utilities. Utility easements are
being platted separately, Remove "utilities" from the fire and access easements on this page
and throughout the drawing set.
Curves C23 and C24 do not meet fire lane requirements. Additionally, C24 is not listed in the
Firelane Curve Data table.
Provide a statement on the plat indicating that the maintenance of the drainage easement is to
be by the owner.
Provide a future ROW dedication reservation for Freeport Parkway at the northeastexm comer
of the property.
Modify the 20' utility easement described by UL1, UL2, UL3, UL4, UL5 and UL6. Place the
2" meters in a 20' x 20' (square) easement at the southeast comer of the property.
Provide an additional note that states "Sidewalks will be constructed at the expense of the
property owner when deemed necessary by the City Engineer."
Move in the direction of finalizing the plat while preparing for re-submittal of the drawing
set. Upon re-submittal, preliminary verbiage should be finalized. Refer to mark-ups.

1. Tie down the existing TXU poles and show their locations on the drawings. Ensure they do
not conflict with the drives.
2. Refer to the Subdivision Ordinance for minimum requirements of stamped concrete at the
drives.
3. Modify the temporary asphalt-paving note to state "Construct asphalt paving connection
from the property line to the existing road for temporary use."
4. Ensure that the proposed grades for the site will not conflict with the City's plans for future
road improvements along Sandy Lake Road, specifically for drainage and pavement
connections.
5. Construct the channel crossing with the first phase of development.
6. Remove "utility" from the 24' fire and access easement as described on the plat comments.
7. Construction Notes:
6. Pavement specifications in the notes shall match the specifications in the Pavement
Legend. Refer to the Subdivision Ordinance and include specifications for hand pours and
irregular sections.
7. City of Coppell standard is silicone joint sealant.
8. Refer to the Subdivision Ordinance for sub-grade preparation requirements. Include lime-
stabilized sub-grade in the Fire Lane Paving detail and Pavement Legend specifications.
10. Lane closures may occur only between 9:00 a.m. and 3:30 p.m.
General: Correct typographical errors.
8. Details: Demonstrate (show sections) the variable inverts at inlet locations. Additionally,
include a Temporary Asphalt Paving Section detail.
9. Legend: Include Temporary Asphalt Paving and Stamped Concrete in the legend. Indicate
these areas on the drawing.

1. There is an existing well on the site. Show its location on the drawings. Contact the City of
Coppell Department of Environmental Health to abandon the well per appropriate
regulations.
2. Add a note to the drawing informing the contractor that adjacent properties house livestock.
Perimeter fencing that needs to be moved for construction activities must be coordinated with
the appropriate landowners to ensure livestock is not allowed to roam freely. Any accidental
damage to the fencing must be repaired immediately to constrain the livestock.
3. The silt fencing shown on the drawing does not appear to be adequate for the amount of
potential run-off from the site. Consider check dams or other methods to prevent erosion
within the channel.
4-. Silt fence filter material shall be wire-backed.
5. Stabilized construction entrance shall use 3"-6" rock. Refer to mark-ups.
6. All erosion control measures shall be provided and installed in accordance with TCEQ and
the City of Coppell Standard Construction Details.

1. Provide more detail especially around grates and inlets, retaining wall, building footprint and
"X's" marked on the sheet.

1. Provide finished floor elevations of future buildings.
2. How will the undeveloped site areas drain prior to the installation of the storm system? Refer
to mark-ups.
3. Construct the culverts with the first phase of development. Refer to mark-ups.
4. Seed the entire site after the mass grading to prevent erosion.

1. The City strongly suggests that any structures within the limits of the channel, including, but
not limited to culverts, utility crossings, and future head walls be constructed with this phase
to prevent stabilizing the channel more than once.
2. Is the rip-rap shown adequate to dissipate the flow from the channel? Add dissipaters at the
end of the channelized flow (around section line B-B).

1. Add Line "F" to the table of calculations.
2. Will culverts be placed in the drainage easement where the road crosses? Show them on the
drawings.
3. Some of the discharge velocities appear high. Is the specified rip-rap adequate to dissipate
these flows? Erosion problems will be at the expense of the owner.

1. Refer to wastewater or sanitary sewer. Use consistency in terminology throughout the
drawing set.
2. Provide a detail of the abandonment of the existing sanitary sewer.
3. Fire hydrants shall be no more than 300' apart along the fire lane.
4. Show the storm sewer line on this drawing. Verify there are no conflicts between the lines
5. Place the 2-2" taps and meters in the 20' x 20' easement as described in the plat comruents.
6. Verify the existence of the 12" stub-out and valve. Provide a plan of the connection to it
including the 247.10' of 8" pipe.

1. Provide a detail of the abandonment of the existing sanitary sewer.
2. Change the label of the "Proposed 8" SS" to "Construct Public 8" SS Line."
3. Remove the curvature from the 8" SS line or set a manhole at the point oftangency.
4. The contractor shall perform a TV examination of the existing 8" SS line after completion of
all tree removal and connection of SS Line "S 1". Any damage shall be repaired or replaced
to the City's satisfaction prior to paving.
5. The drawing calls out to connect to an existing 8" water stub-out. This is in fact a 12" stub-
out, however it is not installed yet. If your development takes place prior to the development
to the west, you may be required to construct this line to make your project work.
6. Construct all channel crossings with this phase. Plug on the other side of the channel. Refer
to mark-ups.

1. Follow TCEQ guidelines for separation and mitigation requirements for water lines.
2. Manholes deeper than 12' (but shallower than 20') shall be 5' diameter.
Please make the necessary changes and submit these marked-up plans and two sets of revised
