RE: ROW Use Permit for Freeport Parkway and Creekview Drive (JP Morgan)
Dear Ms. Cantu:
This letter is to inform you that your permit for the above referenced work is being suspended.
As such all work associated with your work order number 5451861 should cease immediately.
The contractor performing the work under this permit has been observed dumping waste material
into Cottonwood Branch. This is a direct violation of state and federal regulations as well as city
ordinance. All waste material needs to be removed from the City of Coppell and disposed of
properly, or a location needs to be permitted and properly prepared for disposal.
In addition to the disposal of waste, the contractor is not utilizing proper traffic control measures
within their work zone. The Texas Manual on Uniform Traffic Control Devices spells out proper
work zone signage, and the City of Coppell requires that those guidelines be followed.
Please contact this office at your earliest convenience to set up a meeting with city staff, SBC
personnel and the contractor to discuss these issues. Once we are assured that the contractor will
follow all required procedures, we can discuss resuming work under this permit.
Sincerely,
Keith R. Marvin, P.E.
