Permanent Water Line Easement
Dear Mr. Pittman:
This letter is a follow-up to our July 30, 2004 letter regarding the city's need for a 15-foot permanent
water linc easement on property that is owned by Second Centtuy Investments Denton Tap, Ltd. The
easement is necessary for the construction cfa 12-inch water linc that was identified as a deficiency in the
Water Distribution Master Plan.
Permanent utility easements are usually acquired at one-half of the land value as shown in the Dallas
Central Appraisal District. The land value of permanent utility easement across your property would be
$2.75 per square foot. The city's estimated cost to construct the 12-inch water line is $32.00 a linear foot.
The city's construction of the water line is a betterment for your parcel, and will save future developers
the cost of extending a water line across the property. Developers will also be allowed to tap into the
proposed 12-inch water line at their cost and in accordance with city details and specifications.
This letter constitutes an offer from the City of Coppell for the acquisition of the easement as follows:
1. Acquisition of permanent water line easement at $2.75/sq. ft. x 14,371 sq. ft., .
2. Construction cost of 12-inch water line at $32 00/lin. ft. x .958/1in.

Construction is scheduled to start m the 44 quarter of 2004 and we need to acquire the necessary easement
as soon as possible. Enclosed are copies of the easement documents. If the above offer is acceptable,
please sign below and return to this office. Once the letter is received, the process for payment of the
$8,864.25 can start. When the check is ready, we can arrm~e a mutually agreeable method to exchange
thc documents and the check.
