Sandy Lake Road Project #ST 93-01 (MacArthur Blvd. to east city limits)
Parcels 11, 11SE, 12, 12SE, 12 DE, 13, 13SE, 13DE1, 13DE2
Dear Mr. Rains:
This letter is written as a follow-up to my June 1, 2001 letter concerning the acquisition of right-of-
way from your property located along Sandy Lake Road. Our records indicate that you are the
owner of what is shown as Parcels 11, 12 and 13. These three parcels combined have
approximately 250 feet of frontage along Sandy Lake Road. In order to accomplish the
construction of Sandy Lake Road it is necessary to acquire right-of-way and slope easements from
all three parcels and additional drainage easements from parcels 12 and 13. Generally the amount
of right-of-way to be acquired is slightly over five feet adjacent to the existing Sandy Lake Road
right-of-way line. Drainage easements are necessary to collect waer from your side and discharge it
into a system in Sandy Lake Road.
The total amount of right-of-way to be acquired from all three parcels is 1,292 sq. ft. The total
amount of drainage easement to be acquired is 1,407 sq. ft. and the slope easement is 3,596 sq. ft. It
should be noted that the slope easement is calculated by subtracting out the area of drainage
easements 12DE, 13DE1, and 13DE2 (see below).
12SE 2503. square feet
13SE +2500. square feet
12DE -729. square feet
13DE1 -216. square feet
13DE2 -462. square feet
Total Slope Easement 3,596. square feet
Because drainage easements encumber portions of the property beyond the construction, the City of
Coppell offers a greater value for the drainage easements. Therefore, they are broken out in the
calculations so that a higher dollar amount can be attached to them. Along this section of Sandy
Lake Road the City of Coppell has been offering $2.00 per square foot for the right-of-way.
Typically easements are acquired at one-half the value of the right-of-way and slope easements are
acquired at one-fourth the value of the right-of-way. It should be noted that the slope easements are
not permanent easements. They only allow us the right to grade from the new roadway section to
the natural ground to create a gentler slope that is easier to maintain. The slope easements are not
filed with Dallas County and once the project is complete they no longer are valid.

This letter constitutes an offer from the City of Coppell for the acquisition of the right-of-way,
drainage, and slope easements as follows:
1. Acquisition of permanent fight-of-way at $2.00/sq. ft. x 1,292 sq. ft.
2. Acquisition of temporary slope easements at $0.50/sq.ft. x 3,596 sq.ft.
3. Acquisition of drainage easements at $1.00/sq.ft. x 1,407 sq.ft.
$2,584.00
$1,798.00
$1,407.00
Total $5,789.00
The City of Coppell is currently in the process of selling bonds to begin construction of this project
in the fall of 2002. Therefore, it is imperative that we acquire the necessary right-of-way as soon as
possible. With this letter I have provided copies of right-of-way, drainage and slope easements.
If you should need any additional clarification please contact me at 972/304-3686. If the above
offer is acceptable please sign below and return to me. Once I have received the letter, I will start
the process for payment of the $5,789.00. When the check has been processed we can arrange a
mutually agreeable time to meet to notarize the documents in exchange for the check.
Thank you for your consideration of this request.
Sincerely, t~
Kennet M. Griffin, P.E.
