Dear Mr. & Mrs. King:
I apologize for the length of time it has taken me to follow-up with you conceming the acquisition of the
easements. Subsequent to the time in which you signed the agreement for the offer of $2,846 for the
acquisition of Parcel 14 and 14SE from your property, it was discovered that a drainage easement was also
needed from your property. This project is being designed by Dallas County and after numerous telephone
calls and meetings with Dallas County, the City of Coppell received information concerning the drainage
easement from your property on February 7, 2002. During that timeframe there were also changes made to
the project to reduce the amount of the slope easement necessary from your property. The amount of
required right-of-way is the same, but again the necessary slope easement has been reduced and a drainage
easement has been included at the southwest comer of your property. The drainage easement is necessary to
collect water from your property to avoid ponded water and to discharge that water into a drainage system
within Sandy Lake Road. Using the revised slope easement and the inclusion of the drainage easement, the
Ci~' of Coppell needs to revise our offer for the necessary right-of-way and easements from your property to
the following:
1. Acquisition of permanent right-of-way at $2.00/sq. ft. x 592 sq. fi.
2. Acquisition of temporary slope easement at $0.50/sq. ft. x 1140 sq.ft.
3. Acquisition of drainage easement at $0.50/sq.ft. x 421 sq.ft.

Typically, the City of Coppell pays approximately one-half the value of the right-of-way for a drainage
easement. In this case that would be one dollar per square foot. However, the engineer for this project has
written the slope easement to contain the area of the slope easement and the area of the drainage easement. In
other words, he has overlaid the slope easement with the drainage easement. In essence, with the value of the
slope easement I am also paying for the portion of the drainage easement that overlays the slope easement. I
am making up the difference to one dollar by paying an additional fifty cents per square foot for the drainage
easement. In other words, there is really only 719 square feet of slope easement which is truly just slope
easement. The other 421 feet of slope easement is also the same area as the drainage easement.

Previously, the City of Coppell had offered $2,846 for the acquisition of property. Because of changes in
construction plans the amount of the slope easement necessary for construction of this project was reduced.
That in turn reduced the amount of the offer to you from the City for the acquisition of your property.
I apologize for the delay in responding to you concerning the acquisition of your property. If you should

for payment of the $1,964.50. When the check has been processed we can arrange a mutually agreeable time
to meet to notarize the documents in exchange for the check.
