Dear Ms. Phillips:
This letter is ~tten a,'; a follow-up to my telephone conversation with Norman Phillips on June 5.
2002. During that conversation I was made aware that there had been a recent appraisal of the
property, at 1204 Sandy Lake Road. A copy of the appraisal was faxed to me on June 5, 2002. The
appraisal shows that the total area of the property is .61 acres· The appraisal shows that the land
value is $60,000. With this letter I am providing copies of two pages of the appraisal report with
those areas highlighted. The appraisal report also assigns a value of $115,485 for the site
improvements.
In sumlnary, the appraisal assigns a value using the cost approach method of $175,500 to the
property. But again, the l,'md value is assigned at $60,000. The .61 acres is 26,571 square feet,
therefore, the appraisa]~ has assigned a value of $2.26/per square foot for the land ($60,000 + .61 x
43,560 = $2.26). The City of Coppell is attempting to acquire 601 square feet from the referenced
property for the expansion of Sandy Lake Road. The 601 square feet at a value per the appraisal
provided to the City of $2.26/per square foot is a land value of $1,358.26. Even though we are only
acquiring a small amo'ant of right-of-way from this property, approximately five foot in width, we
are moving the edge of the roadway approximately 30 feet closer to the structure. In an effort to
come to a resolution on the acquisition of right-of-way from the reference property, I am willing to

offer $2,000 for the necessary right-of- a).
Therefore, this letter cxmstitutes an offer from the City of Coppetl for the acquisition of the rift-of-

It should also be noted that in an attempt to minimize the impact on the property, the City of
Coppell is expending fbnds to construct a retaining wall to avoid sloping and regrading the property
even closer to the house.
