Dear Mr. Weber:
I have received your preliminary costing for the extension of Sandy
Blvd. to Kimbel Court. I was somewhat surprised by the overall total and in particular the total
for mobilization, right-of-way preparation, field office, traffic signal installation, temporary
roadway, storm water prevention plan and pavement markings. I also have questions that need to
be resolved concerning why quantities were changed for unclassified street excavation, lime
subgrade, hydrated lime, 8" concrete paving, 6" concrete curb and 4" top soil. There were other
minor quantity changes throughout the estimate, however, the above referenced ones are the ones
that concern me most.
During the pre-bid meeting of July 21, 1998, the extension of Sandy Lake Road was discussed at
length and it was noted that this would potentially be assigned as a change order to the low bidder
on the project. The key item was that it was our intent to assign it as a change order not as extra
work for which new prices would be calculated. If the cost of the extension was greater than
25 % of the total project, then there could be some validity to it not being classified as a change
order. However, the cost of the extension is not 25 % of the project.
The following represents my concern with the costing for the pay items previously mentioned:
Mobilization - The specifications for Sandy Lake Road state that mobilization is not to
exceed 5 % of the total value of the work minus the cost for mobilization. Using the numbers
that you submitted i.e., not adjusting the areas where I think that they are out of line, the
maximum mount of the mobilization on this change 'order would be $51,758. However,
even that number should be adjusted downward based on adjustments in the other bid items
on the proposed change order. On your original bid you estimated about $41/pe, r foot for
mobilization. Using that number for the 766 feet of the change order would equal

approximately $31,000. So therefore, a request for mobilization of $285,000 does not seem
to be inline with this change order.
Right-of-way preparation - You originally bid $125,000 for 9,828 feet, which is slightly over
$12/per foot. If you utilize that cost per foot on this change order we should have a right-of-
way preparation cost of approximately $9,363 not $60,000 as submitted.
Field office - This was originally bid at $20,000 for 850 calendar days or approximately
$23.53 per/day of the project. Your letter requests an extension of 120 days for this work.
Therefore, I would anticipate that the field office cost would be in the range of $2,824, not
$24,000 as submitted. It is also interesting to note that the $24,000 is $4,000 more than the
original bid for the field office that was anticipated to be on the job site for 850 days.
Traffic signal installation - There were three traffic signals proposed on the original Sandy
Lake Road project (Samuel, Moore and Heartz). Those range in cost from $88,000 to
$110,000, complete and in place. Even though the MacArthar intersection is somewhat wider
which could entail some additional conduits, I did not anticipate a traffic signal installation
cost double the highest traffic signal cost originally bid on the project. The request for
$220,000 for the traffic signal at MacArthur appears to be out of line for this change order.
Temporary roadway - The original bid included temporary roadway for approximately
$75,000 for a distance of 9,828 feet. That was bid as a lump sum item. That would be
approximately $7.63 per/foot of the roadway. Temporary roadway for an extension of 766
feet should be more in the range of $5,850, as opposed to your $50,000 request. Also, the
$50,000 request is 2/3's of the cost for the entire original bid on temporary roadway.
Storm water pollution plan - The original bid for the storm water pollution plan was $40,000
for a project of 9,828 linear feet or approximately $4.07/per foot. I would anticipate a storm
water pollution plan cost of approximately $3,120 for this change order, not the $20,000 as
proposed.
Pavement markings - On the original bid pavement markings were $60,000 for 9,828 linear
feet of roadway or approximately $6.11/per linear foot. I would anticipate a change order for
the 776 feet in the range of $4,685, not $22,000 as submitted on the change order.
Some other items to note for clarification on the change order:
Lime subgrade should be 8-inch lime subgrade in accordance with the Sandy Lake Road plans,
not 6 inches as shown on the description of the pay items.
It appears that Pay Item t/18 2" Type D Hot Mix is not needed for this project. The plans were
designed by a different consultant and it appears they anticipated an 8-inch transitional paving,
not the 6-inch as proposed in the original Sandy Lake plans. In our Sandy Lake Road plans we
provide for 6-inch hot mix transition paving as 4 inches of Type B and 2 inches of Type D.
There were various new items on the proposed change order which were not covered by the
Sandy Lake Road original bid. In my review of the pay items it appears that the following are
new items: removing the guardrail, removing concrete flumes, removing bricks/stonewall,
removing electrical box, 6" Type D hot mix curb, concrete header, metal beam guardrail,
laydown terminal, 10" PVC sewer, 21" PVC sewer, adjusting existing sanitary sewer manholes,
adjusting existing water meter valve boxes and the 2" PVC conduit.
My initial review of the extension of Sandy Lake Road based on the 95 % complete plans of
which we provided you and the way that Sandy Lake Road was originally bid indicate that this
change order should be in the range of $800,000 not $1.3 million as submitted.
We are approximately $500,000 apart on what in my opinion should be the value for the change
order. If this change order cannot be reevaluated and brought more inline with the original
Sandy Lake Road bid items on value, then it appears the only option left to the City would be to
generate a completely separate set of plans to put out to bid. That means two contractors, unless
your firm is the low bidder, would be working along the Sandy Lake Road corridor during the
same timeframe.
As soon as possible we need to sit down and discuss this proposed change order so that the City
can make a determination on which direction to proceed. Thank you for your consideration of

We have reviewed the October 29, 1999 plans for the MacArthur Boulevard and Sandy Lake
Road intersection improvements. Our prices for the work identified in that set of plans are
enclosed for your review and apprOVaL We have nOt quoted the four Street light poles because
the light poles on the remainder of the project will be done by others; however, we have quoted
the conduit for the street lights. Because of the phased nature of the intersection, coordination of
the conduit installation in the intersection will be more efficient utilizing an EBCC subcontractor
rather than bY waiting for a TXU subcontractor.
We envision constructing this intersection by installing all of the utilities and then constructing
the intersection in quadrants. This work will be completed utilizing four to six traffic switches at Z/
the intersection that will require temporary signal work at the intersection and detour work east
of MacArthur. We will need an additional 120 calendar days to complete this work.
