RE: Revised Section 404 Permit Application for the proposed Modification of
Tributary G-I Downstream of Bethel Road West in CoppeIl, Dallas County, Texas

Dear Ms. Napier:
Enclosed is the revised application for proposed bank stabilization along both sides
of approximately 350 linear feet (LF) of an ephemeral headwater tributary to
Grapevine Creek designated as Tributary G-1. The proposed project includes the
modification of Tributary G-I north (downstream) of Bethel Road West to create a
35' wide earthen bottom with meandering 5' wide base flow channel and 1:1 side
slopes armored with stepped gabion basket retaining wall for a top width of 50'
within a 60' wide drainage easement. Similar modification of the upland drainage
channel from Freeport Parkway to Bethel Road West will be conducted
concurrently. The proposed channel modification will be conducted in conjunction
with proposed roadway improvements to Bethel Road West.
Since submittal of the original application in April 2004, additional intbrmation was
subsequently submitted to the U.S. Army Corps of Engineers (USACE) regarding
the history of the channel section between Freeport Parkway and Bethel Road. As a
result, the USACE determined that this section was a non-jurisdictional upland
drainage channel. In addition, the second phase of roadway improvements (Bethel
Il), which included improvements to Coppell Road South and the culverted crossing
of Tributary G-1 at that roadway, has been substantially delayed. Therefore, the
City decided to limit modifications to the jurisdictional portion of Tributary G-1 to
the 350 LF immediately downstream of Bethel Road West. This section is where
significant erosion is currently occurring that is imperiling two private residences.
The stream channel modification and bank stabilization of this 350 LF will stabilize
the channel adjacent to these two residences and the modified channel will transition
to the existing channel at existing grade prior to the creek's meander back to the
east.

Although the scope of the originally proposed project has been substantially
reduced, we have done our best to address the issues and comments from your
review of the original submittal in this revised submittal. Enclosed for your review
are the revised 404 permit application form ENG 4345 with attachments and revised
Mitigation Plan dated February 14, 2005.
