EXECUTIVE SUMMARY:
Approval of this resolution will allow for a safer reconstruction process during the Brick Paver Replacement
Project. The lane closures will begin May 31, 2005 and continue through August 12, 2005.
Staff recommends approval of this resolution and will be available to answer any questions at the Council meeting.

Consider approval of a Resolution to designate MacArthur Boulevard from Bethel School
Road to Samuel Boulevard, one-lane of traffic each direction, at various locations, from May
31, 2005 to August 12, 2005 to allow the construction of the Brick Paver Replacement
Project along MacArthur Boulevard; and authorizing the Mayor to sign.
For some time now, the City has been working on the design and approach to the reconstruction of
several brick paver bands along MacArthur Blvd. at Bethel School Rd., Condor Dr., Village Parkway
South, Parkway Blvd., Village Parkway North and Samuel Blvd.
To reconstruct the brick pavers requires the removal of the current pavers and the concrete base below
the pavers. Once the concrete base has been removed, then the subgrade beneath that would be
reworked and recompacted, a new base added, and then stamped concrete would be placed. To work at
any given location would take approximately 15 days or 3 weeks from start to finish, giving the curing
and construction times.
Because of the length of time needed to perform the brick paver replacemem, it will be necessary to
close various lanes of MacArthur Blvd. during construction. The general sequence to the construction
will be to close the two outside lanes and any right-tam lanes at the paver bands, remove and replace
the pavers with stamped concrete, let that cure, and then switch traffic to the outside lanes while
barricading the two inside lanes and any left turn lanes to perform that work. Again, each of those
sequences will take approximately 3 weeks. So on any given paver band replacement there will be
approximately 6 weeks that you will have only one lane of traffic open in each direction.
Because traffic on MacArthur Blvd. will be severely impacted during the reconstruction of the paver
bands, it is my recommendation that the work only take place during the summer months i.e., from the
end of school to the beginning of school. This agenda item is requesting the authorization to reduce
MacArthur Blvd. to one lane, each direction at various times and locations, between May 31, 2005 thru
August 12, 2005. This provides approximately eleven weeks to perform the reconstruction of the paver
bands along MacArthur Blvd.
Because time is of the essence due to the impact to the traffic, we have also looked at other alternatives
on the replacement of the brick pavers. One alternative that we anticipate bidding as an option is a
product called Streetprint. This application still will require the removal of the pavers and the concrete
base, the reworking of the subgrade, the pouring of a new concrete base, and then the placement of the
Streetprint on top of the new concrete base. There is still some curing time involved in both the
concrete and the Streetprint, but it is possible that the overall time could be reduced,.---. ,
Streetprint is an asphalt product that is stamped and dyed to replicate the appearance of brick pavers.
We used this product approximately 6 years ago on Falcon Lane to construct speed humps. If you have
driven Falcon Lane and noticed the four speed humps south of Mockingbird Elementary, they do
appear to be brick pavers and they have held up quite well. Also because time is of the essence, we
will be providing bonus clauses in the bid specifications and will strongly take into account the actual
calendar days bid on the project for the construction.
This item is requesting the approval of a resolution allowing the city to close off various lanes of
MacArthur Blvd. to allow the reconstruction of the paver bands with either stamped concrete or
Streetprint in various locations.

A RESOLUTION OF THE CITY OF COPPELL, TEXAS,
AUTHORIZING THE CITY ENGINEER, IN CONJUNCTION WITH THE
CONTRACTOR, TO DESIGNATE MACARTHUR BOULEVARD FROM
SOUTH OF BETHEL SCHOOL ROAD TO NORTH OF SAMUEL
BOULEVARD, ONE-LANE OF TRAFFIC EACH DIRECTION DURING
THE PERIOD OF CONSTRUCTION ON MACARTHUR BOULEVARD AT
VARIOUS LOCATIONS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, MacArthur Boulevard must undergo reconstruction in various locations in the
near future; and
WHEREAS, during the period of said [econstruction, traffic will be impaired; and
WHEREAS, staff believes that such reconstruction would be safer if the City Engineer,
in conjunction with the Contractor authorized to perform such reconstruction, is permitted to
make MacArthur Boulevard one-lane of traffic each way during the period of reconstruction; and
WHEREAS, after consideration the City Council has determined that it would be in the
best interest of the City and its citizens to provide for a safer reconstruction process by permitting
MacArthur Boulevard to become one-lane of traffic each way during the period of construction;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the City Engineer, in conjunction with the Contractor for the MacArthur
Boulevard reconstruction, is hereby authorized to undertake the necessary steps to designate
MacArthur Boulevard one-lane of traffic each direction at various locations, from south of Bethel
School Road to north of Samuel Boulevard, during the period of reconstruction.
SECTION 2. That the traffic engineer is authorized and directed to erect signs and official
traffic control devices as is necessary to give notice as provided herein.
SECTION 3. That this Resolution shall take effect immediately from and after its passage
as the law and charter in such cases provide.
