I visited the site today after our phone conversation. The silt fence around the culvert entrance (the "bowl") was
installed by TxDOT in 1996 when the culvert was built. While the silt fence is failing in some places, it is generally
in good shape. The silt problem appears to be coming from the large area that was graded north of SH 121, adjacent
to the new office building. Upon inspection of the area with my inspector, it was noted that there is a large void
under the concrete that is allowing the silt to go beneath the silt fence and concrete and come out at the bottom of the
"bowl". The silt is then traveling through the culverts to the earthen channel in Magnolia Park.
i do not know who has responsibility for the void that is allowing the silt to bypass the silt fence. However, I am
surprised that the representative from TxDOT did not mention that the culvert and silt fence was theirs. My
inspector has been in contact with the developer several times about erosion and I requested that he contact them
again.
