Dowdey, Anderson & Associates 5225 Village Creek Dr., Suite 200 Plano TX 75093 April 4, 2005 RE: Villas At Lake Vista Construction Plan Review Comments Dear Mr. Heischman: The City of Coppell has reviewed the revised plans for the referenced addition. These plans meet our current minimum standards with the exception of the following comments: Final Plat - 1. Label the drainage easement across the corner of Lot 6, Block B. 2. A utility easement, not a drainage easement, will be required across Lot 1X, Block A for the water line that needs to be reconfigured per the comments on the water and sewer plan. 3. Provide the city an executed copy of a separate instrument dedication of an "Emergency Access Easement", to be filed only in the event phase II of the development did not occur. This proposed access should be gated and equipped with a Knox Lock for emergency use only. 4. It appears that your legal description on page 2 of the plat does not correspond to the metes and bounds call outs on the plat. (The plat still contains discrepancies.) 5. A fire lane should be indicated on Lot 8X, Block A to cover the required turn around. This concrete section will need to meet the requirements of a fire lane as well. Paving Plan & Profile - Sheet I of 5- 6. The City of Coppell will need to have something in our files from the City of Lewisville granting approval for connection to Lake Vista Drive. Sheet 2 of 5- 7. Barrier free ramps will need to be constructed at all intersections at the time of development. This includes intersections of streets, alleys, and parking areas. Areas where sidewalks cross alleys need to be ADA compliant. Sidewalks shall be constructed adjacent to any "X" lots at the time of construction. Storm Sewer Plan & Profile - Sheet 1 of 3- 9. Coordinate connection to the City of Lewisville storm sewer system with the City of Lewisville. No water or sewer services are indicated for the amenity center. Indicate the size and location of these services. 11. Indicate the size and location of irrigation meters on this plan. 12. Sewer services should be extended approximately 5 feet past the property line. This will allow the plumbing contractor on the buildings to connect more easily. 13. Water meters and sewer cleanouts should not be located within driveways. Erosion Control Plans - 14. Note that the project shall comply with all TCEQ requirements for stormwater pollution prevention. l 5. Provide a copy of the executed NOI for the city's records. 16. The city requires the use of steel posts and wire backing for all silt fence installation. Please modify the section view of the silt fence detail. 17. Correct typographical errors in the notes. Sidewalk Plan - 18. Barrier free ramps are to be constructed by the developer. 19. Show all proposed sidewalks, including sidewalks through parking areas. When you are in receipt of the requested documentation from the City of Lewisville, please make the necessary changes. Once these changes have been made, please submit revised copies for the City Engineer's stamp. The City of Coppell requires three sets of final construction plans for its use; your office should submit as many additional sets for stamping as is necessary for construction operations. All contractors and subcontractors onsite must have a copy of the plans approved by the City of Coppell. Ail fees must be paid prior to release of this project for construction. The City charges a 2% inspection fee for all private construction outside the building's footprint. This includes dirt work, paving, storm drains, water lines, sewer lines, drainage pipes, etc. that are private. For all installations in the public right-of-way or easement, the City charges a 4% fee. A check for inspection fees made to the City of Coppell should be submitted to this office along with the Construction Development Permit Application and a copy of the Construction Site Notice. For your convenience a spreadsheet is attached to the permit application for use in calculating the inspection fees. A copy of the contract(s) should be attached for verification purposes.
