I have visited this site, and thero is water that stands in the park land behind this property. There is a sewer line through there with a manhole in the vicinity. Ted, Are you aware of any work that has taken place in the last 5-8 years that may have contributed to this standing water issue? If not, this would seem to be an issue for the parks department or environmental health department to address. As far as the engineering department is concerned, the property floods because it is in the floodplain. That having been said, we don't have any objections to this property owner installing some small area drain within his yard to drain the casual water that remains after the flooding has subsided. He would obviously need the approval of the parks department to cross the park land to daylight any kind of drain pipe. Bethel School Road Problem Details: City property adjacent to above property collects water around sewer manhole cover throughout several months of year, essentially creating a small lake that dries by late June. The water smells bad, and backs up onto our property, flooding the distal 1/3 of our land, as well as our neighbors land. This problem, as reported by my neighbors, Bob Elliott at 733 E Bethel School Road, was created during some light excavation by city workers around 5-8 years ago (prior to me living here). Keith Marvin and John Elias are aware of site, and have both personally visited my property, and are excellent contacts.
