The meeting gommenced with Jun Battad distributing a handout detailing paving, drabS, and
street light foundation conflicts with the existing Dallas Water Utilities 30" Water Mai~.
Initial comments from Coppell were of concern since DWU had a totall of 26
Relocations/Lowerings. Ken Griffin and Phil Boyd both discussed the tremendous head losses
that would occur at each relocation/lowering due to the substantial number of bends.~, Another
major concern was the required total shut down period. Phil and Jun both stated ~hat they
believed several of these conflicts could be resolved when each conflict is discussed.
Paving conflicts were not discussed in detail since the conflicts were based on a total cover of 3'-
6", and relocations/lowerings can not be avoided in these cases. The total number Of paving
conflicts is 6.
A detailed discussion began with addressing each street light conflict. A brief summary of the
discussion and resolution at each station follows:
General Comments:
Coppell's standard spacing for street lights is 180' - 200'. The street lights ~Pically
consist of a 14" bolt pattern with a 22" shaft and are typically between 6-8' de~.
DWU agreed to change their conflict clearance criteria. Instead of 2' minimum ~learance
from the street light foundation, they will allow a 1' minimum clearance, if needed.
Add notes to plans: Contractor shall field locate DWU water main when the main is
valved off (not necessarily dewatered).
When street light foundation has less than the typical 2' clearance, add Caution Notes to
the plans.

When the DWU water main is to be lowered, fully welded joints are a possibility instead
of concrete blocking if there are potential conflicts with other utilities.
Flower Mound is planning on shutting down one of their take points this fall. The Contractor
should be aware of this and coordinate field locating the DWU water main with !this shut
down whenever possible.
Street Light Foundations:
1) Sta. 7+ 22 - Coppell will eliminate this street light and move the light at Stai 8 +75 to
8+25. ~

1 of clearance. Coppell will mark Sta 62+60 as an alternate location for th~ light.

16) Sta 67 +60 - Coppell will mark Sta 66+ 150 as an alternate location if 1'-2' of ~learance
can't be met. Otherwise, lights will bo shift~l west from 69+00 to 715+00..
17) Sta 94+64 - Coppell will mov, light west approximately 60', and also the light at Sm
100+80 will move 25' east.
Additional) Sta 101 +25 - Coppoll will shift line west to shorten the length of ielocation
already necessary due to conflict with drainage lateral at Sta 101 + 17.
DWU conflicts with three drainage laterals were also discussed as follows:
1) Sta 18+03 (Lateral 10) - Coppell will try to adjust the lateral. Coppell will
lateral into junction box or possibly lower the lateral and tie into an adjacenl
2) Sta 46+ 19 (Lateral 35) - Coppell will try to flatten the grade on the lateral
direct conflict. It was also suggested that the DWU main and the drainage
cradled and capped to avoid large point loads.
3) Sta 55+40 (Lateral 48) - Major conflict. DWU will lower water main.
4) Sta 101 + 17 (Lateral 76) - Again major conflict. DWU will lower, but (
moving street light to accommodate a shorter relocation.
OTHER GENERAL COMME~
KHA and DWU will be in contact with each other to finalize exact locations. It was
to take 6-10 ~ to finish, KHA/Coppell is to keep in mind that
Coppell plans to advertise for bi~ by the first of May, and award bids at the June 23,
Council Meeting.
Discussion about the approval of the inter-local agreement concluded that DWU anficip~
able to approve and give the money up front.
