D. Intersection Visibility Obstructions
1, Visibility Requirements for Residential (Local) Str~ Inte~ons.
No fern:e, wall, screen, billboard, sign, struct~u'e, foliage, hedge, u'ee, bush,
shrub, berm, or any other item, either manmade or ramml shall be ex.,ed,
planted or maintained in such a position or place so as ~o obstruct or
intedere with the following minimum standards:

2. Visibility Triangles for Non-Residential (Collector and Arterial) Streets and
The desirable minimum sight distances are based on thc premise that
entrance maneuvers should not severely degraAe traffic flow on an urban
stn:ct. They are, therefore, particularly applicable to arterial streeis. Actual
sight distances provided at intersections should be much greater than these
minimum values if practical. Therefore, the following mi~mum sight
distance triangle that incorporates both plan sad profile restrictions shall
also apply to visibility 0~$tructions at intersec~ons.

The aforementioned restrictions also apply to streets which do not intersect

4. R.O.W. Obstruction Outside the Visibility Triangles

conform to the Comprehensive Zoning Ordinance of the City, as
amended, and to the Sign Ordinance of the City.
Foliage of hedges, trees, and shrubs in public fights-of-way shall be
maintained by the property owner adjacent to the right-of-way, such
that the minimum overhang above a sidewalk shall be seven (7) feet.
The n~nimum overhang above a su'~t, alI~ or public driveway shall
be fourteen (14) feet.
Abatement
The Chief Building Official or his authorized rcprc,scntativ¢ shall havo tho
authority to determine whether any such fence, wall, screen, hedge, tree,
bush, shrub, billboard, sign or structure, as erected, planted or maintained,
constitutes a pubUc hazard or public nuisance in violation of tho provisions
of this ordinance. Upon such determination, he shall cause to be is.sued a
written notice to the owner or lessee of the ploperty demanding that said
owner or lessee abate ~d hazard or nuisance within ten (10) days of

RE: Median Landscaping sad Visibility Problems
Dear Mr. Langston:
Your last communication with the City regarding this issue was in August of 2002. It is my
understanding that you were in the process of addressing the issue of poor visibility in the median
areas of Freeport Parkway between Bethel Road and Ruby Road. Apparently the plantings in those
medians are now overgrown and/or inappropriate in those particular areas and thus sight distance is
decreased when crossing through median openings.
The City of Coppell recently received a complaint regarding this problem. I will need to reply to the
complainant with your solution and time frame for correction of the problem. Please reply to this
letter with the requested information as soon as possible.
