Permanent Water Line Easement / Temporary Construction Easement
Dear Mr. Cummings:
This letter is a follow-up to Suzan Taylor's March 16, 2005 conversation and e-mail
concerning the acquisition of additional permanent and temporary water line easements
from your property located in the vicinity of S.H. 121. The design plans did not take into
account the location and size of the bore pits required to install the water line across S.H.
121. During the pre-bid meeting, comments from potential bidders prompted the
consultant to reevaluate the number and size of easements required.
The additional permanent water line easement is contiguous with the west line of the
previously dedicated 20-foot easement. The water line is 30 foot deep in this area and the
easement will provide sufficient area for operations and maintenance of the water line
should it ever have to be exposed. The easement will have limited impact upon future
development of the property since it is located within the 30-foot side yard and the 60-foot
front yard setbacks required of property zoned Highway Commemial. The City of Coppell
is offering $0.88 per square foot for the permanent water line easement. Permanent utility
easements are usually acquired at one-half of the land value as shown in the Dallas Central
Appraisal District.
The temporary construction easement located on the south side of S.H. 121 is needed for
the installation of a receiver bore pit. Temporary construction easements are not filed with
Dallas County and will expire upon completion of the project. The value is established
based on a 'temporary lease' at a 5% return to the owner.
This letter constitutes an offer from the City of Coppell for the acquisition of the easements as
follows:
1. Permanent water line easement at $.88/sq. ft. x 169 sq. ft.
2. Temporary construction easement at ($.88/sq. fl. x 457 sq. ft.) x 5%

The city is scheduled to open bids on March 24 and award the contract during the April 12,
2005 City Council meeting. Enclosed are copies of the easement documents. If the above
offer is acceptable, please sign below and retum to this office. Once the letter is received, the
process for payment of the $168.87 can start. When the check is ready, we can arrange a
mutually agreeable method to exchange the documents and the check.
