Formed in 1985, our territory includes most of North Texas. Our excellent primary research and
analysis skills have resulted in extensive experience and databases for all property types. Our
comprehensive reports include all appropriate supporting data for the project. Other report types
include limited scope abbreviated analysis which is appropriate for most multi-parcel ROW
acquisition projects. Our Eminent Domain appraisal work complies with all applicable Texas laws and
Federal guidelines and has been rated by land rights acquisition consultants as "the most concise and

Two appraisers with hnpeccable credentials, training, experience and professional reputations are the
nucleus of the Evaluation Associates management team.
James W. Cuilar Jr., SRA, SRPA, SR/WA has been an appraiser, manager, eminent domain
specialist, and appraisal instructor in the D/FW metroplex for 25 years. Mr. Cullar is a highly
regarded seasoned professional having appraised many properties throughout North Texas and the
Metroplex. He is a Past President of the North Texas Chapter of the Appraisal Institute, the Region
VIII Representative to the Appraisal Institute National Government Relations Committee, and is a
Member of the National Board of Directors of the Appraisal Institute. He is a certified instructor of
eminent domain valuation issues for the International Right of Way Association and an officer the
North Texas Chapter of the IR/WA. He holds Texas State Certified - General TX # 1321322-G which
is a licensing/certification level required under Texas law. Combined with the specialized training
from the Appraisal Institute and the International Right of Way Association he holds all certifications
and professional designations required and expected to distinguish him as an expert consultant in most
real property valuation issues.
Richard N. Baker, MAI, is a 12 year veteran who has valued many property types. He earned a BA
in Economics and a BBA from SMU in Dallas and a MBA from Texas Tech University in Lubbock.
Richard was awarded MAI designation in 1996. Mr. Baker has studied numerous property types
during his distinguished career, and is a thorough and an accomplished valuation analyst. His
professional contributions to the appraisal profession include his dedicated service to the North Texas
Chapter MAI Admissions Committee. Under his direction, the Evaluation Associates Computerized
Appraisal Management System efficiently generates reports and management information with
precision and reliability. He has been exclusively associated with Evaluation Associates since 1987
and is a member of the management team. Richard is Texas State Certified - General TX #1322012-

PROFESSIONAL EXPERIENCE
Founder and general manager of Evaluation Associates, a real property consulting and land rights
acquisition firm, providing a variety of real property evaluation services for the financial market,
public land rights acquiring agencies, and individuals seeking decision making information for
mortgage lending, asset review, right of way land rights acquisition and related matters.
Jim Cullar has qualified as an expert witness in county, state and federal courts in Dallas, Tarrant,
Collin, Denton, Ellis, Grayson, and Travis Counties.
Prior to founding Evaluation Associates, Jim was a lender and appraiser with a large financial
institution; and later the chief appraiser with the Right of Way Division of the Dallas County
Department of Public Works. He has been a self employed consultant since 1985. Jim stays current
with industry change through reading, continuing education, teaching, forum discussion, and
publication.
