Coppell - Relocation of 30" Water Trarmmission Mein in Sandy Ld(e Road for Paving

PREMISE
A meeting Was held on January 6, 1994 at Dallas City Hall Room 4AN with Coppell's City
Engineer, Ken Griffin, and Engineering Consultants: Robert Maly, Manager;, and Greg
Saunders, Project Engineer;, with Rady & Associates, Inc.; for a preliminary discussion
of the design and construction process and requirements for the relocation of Dallas' 30'
water transmission main in Sandy Lake in conjunction with the paving and drainage
Improvements on Sandy Lake Road from Mac, Arthur Boulevard to Denton Tap Road.
Attendance list is attached.
Robert Maly described the project. The paving and drainage project is the City of
Coppell's. The i~roposed street right-of-way is 100 to 110 feet wide. The project
length is approximately 2 miles. Preliminary investigation has indicated that Dallas'
30' water transmission main will have to be relocated in at least two places
encompassing approximately 15% of the project length. Engineering design for the
relocation of the 30' water main has been included in Coppell's engineering contract
for the paving and drainage improvements. Coppell intends to construct a new 24'
water transmission main in the project for future use (also included in the
engineering contract). State fun;Is may be used to construct the paving and
drainage improvements at the Sandy Lake Road and Moore Road intersection.
Robert Maly related the current status and project schedule. The project is currently
in the preliminary design phase. Final paving grades have not yet been established
and the actual impacts of the paving grades on the existing 30' water transmission
main cannct be determined. The initial design is scheduled to be completed In May
1994, for review in June 1994. The final design is to be completed by Deoember
1994. Construction is to be advertised in January 1995, with initial construction of
the water relocations to 'be completed in early 1995.

transmission main were discussed as follows:

preliminary meeting to initiate the project has been held[between DWU's and
Albert Halff's engineers. Randy Nelson is currently in tl~' process of reviewing
the'depth of the 30' main. So far, approximately/4b0' Of the 30' main is
expected to require relocation.

A section of the 30' main had to be relocated with this project. The relocation
was designed such that the main would be shutdown for construotion of the tie-
ins only, with a time requirement of approximately 24 hours. During this time,
Flower Mound's water supply from Dallas was maintained from Lewisville through
the Valley Parkway emergency connection.
Robert Maly related details regarding the relocation of the 30' water transmission
main. A 2 to 3 month shutdown of the 30' water main is anticipated bec, au~, due
to limited utility space in the street right-of-way, the 30' water main will have to be
relocated at, or very close to, the existing pipeline alignment, in response to a
question, DWU representatives advised Robert that Coppell's proposed 24' water
transmission main cannot be located closer to the 30' water main than the width of
the excavation required to repair the 30' water main (probably 10~ feet). Robert
noted that the 24' main is to be located approximately in the median (center) of the
proposed roadway.
Maintaining supply to the Town of Flower Mound was discussed. It was noted that
the Lewisville emergency connection at Valley Parkway could possibly be used, but
it was unknown if Lewisville could maintain supply for the extended period of time
required. Previous use of the emergency connection had resulted in numerous
broken pipes within Lewisville's system. Robert Maly noted that one of the options
initially considered has been for supply tO Flower Mound to be maintained by
Coppell, and one option was to possibly use the proposed 24' main as a method
to maintain supply around the relocation construction. It was agreed that additional
consideration of this problem will be necessa.,y when the extent of the relocation
work has been determined.

main was discussed. DWU personnel related that normally DWU would do the
design and construction to relocate the water main in advance of paving; however,
DWU did not object to Rady & Associates doing the design as long as DWU

the relocation (31 the 30' water main would be funded by Dallas. Elevations of the
30' water main had not yet been obtained because the-traffic on the street is heavy.
It was agreed that DWU will review the 30' water main's depth and location related
to the conceptual paving' plan prepared by Rady & Associates. After the preliminary
review by DWU, the best way to obtain elevations for the 30" water main (Dallas or
Coppell Survey) will be determined.
Randy Nelson expressed some concern that the relocation of the 30' water
transmission main may not be.completed before demands increase in 1995. Robert
Maly related that the construofion will be delayed if it cannot be finished on time.
It was noted that with limited space in the proposed roadway, DWU should consider
combining construction of the future 30' parallel water main serving Lewisville and
Flower Mound with the relocation of the 30' water main so that only one pipeline
would have to be constructed in the roadway. Ken Griffin noted that the paving
project could probably be delayed approximately a year if necessary for the
construction of the new pipeline.
TO BE RESOLVED.
Robert Maty will provide survey controls (BM's) and the concept plan to VVholesale
Services for review by DWU engineering.
DWU will request that survey data be obtained for the 30' water main; however, ff
it appears that Dallas survey work could delay the project, then DWU will advise
Rady & Associates and.the next step will be determined.
Pipeline Design will review the concept plan for potential conflicts with the existing
30' water transmission main and advise Rady & Associates of the results. At that
time it will be determined who should do the design for the relocation.
