Siren Location
Dear Mr. Osigian:
This is letter is written as a follow-up to our February 25, 2005 meeting concerning the
relocation of the existing siren along Sandy Lake Rd. I provided information to John Patterson,
Emergency Management Officer, concerning the five locations that we spoke about. In review
those five location options are:
1) On top of the proposed 60' TXU pole at the northeast comer of the church property;
2) A stand alone pole at the northeast comer of the church property;
3) A stand alone pole at the southeast comer of the church property;
4) On top of the proposed traffic pole at the northwest comer of the church property; and
5) A stand-alone pole at the northwest comer of the church property.
I have attached Mr. Patterson's response to each of the options, and I have included an exhibit
that was provided to Mr. Patterson showing the various locations. Mr. Patterson still maintains
that the best option and the option that he supports is Option 5, (stand-alone pole at the northwest
comer of the church property).
The exhibit also shows the proposed locations of the TXU distribution poles. It is noted that
there is a proposed 60-foot concrete pole at the northeast comer of the church property and three
50-foot wooden poles along the northern edge of the church property. In addition to that, TXU is

proposing an electric box. These are typically the green boxes that are above grade. At the
northwest comer of the church property, there is a proposed traffic pole and traffic controller
box. The traffic controller box is the gray cabinet that is typically seen at intersections. In
addition to that, there is a fire hydrant proposed at that location. As stated in the response from
the Emergency Management Officer, this is also the comer where the siren needs to be relocated.
I am sorry ~ve were unable to find an alternate location for the siren, but based on the
recommendation from the Emergency Management Officer, the northwest comer is where it will
be relocated, along with the other items.
We have also had contact with TXU concerning placement of their distribution line either on the
north side of the roadway or underground. TXU cannot relocate to the north side of the roadway
because of the existing towers and the need to acquire an additional easement adjacent to the
transmission towers. This is not a feasible option for TXU because they already have the right to
relocate within city right-of-way.
In regard to placing the lines underground, TXU has informed us that the cost would be
approximately $250/per ft. To go underground adjacent to the church would be approximately
$140,000 to $150,000. Again, this is not a feasible option to pursue.
As we discussed, there still is a need for the city to obtain the 10-foot sidewalk and utility
easement and a temporary construction easement adjacent to the north edge of the property that
is oxvned by Coppell Bible Fellowship. The offer that the city proposed in our November 2, 2004
letter of $5,960.41 for the acquisition of the sidewalk/utility easement and temporary
construction easement is still on the table.
i am sorry we were not able to work out anything that was more beneficial to the church. But
again, we are still in need of the aforementioned easements. If you would like to discuss this
further or need any additional information please feel free to contact me.

I have reviewed the exhibits you sent for the relocation of Siren #6 (Sandy Lake and
Branchwood Trail) This afternoon, I drove all of the proposed sites. After
deliberating all the possible options, I have concluded the following:
Option #1
Not feasible as that particular pole will no doubt be carrying very high voltage of
electricity to/from the substation. The issue is particularly dealing with that much
electricity will interfer with the radio recption that controls the siren. As such, we
effectively lose that siren due to interference.
Option #2
Not feasible for the same as above. I don't know exactly where either pole would be
situated, but if it is where I anticipate, there is not enough room to allow the step off
distance from the high voltage lines and the radio receiver. Again, without adequate
room from those wires, we lose that siren.
Option #3
Not feasible as the placement of this siren is directly behind a number of residences
and we know that if we do this we will have even more complaints. Also, this moves
the siren closer to the church as opposed to as much distance as possible with any
corner to the north of the church. Electricity may also be an issue as we might not
be able to tie the siren into a power source that far back from the church. Also, the
church property will be severly damaged by the installation equipment and by any
subsequent equipment that will have to come in to do future repairs.
Option #4
Not feasible as a traffic control pole is approximately 1/2 the normal size of the siren
pole. The loss of height will impact the warning area of the siren as it is not as high
as needed.
Option 5
Best option as it is far enough away from the church and the residences that they
will be warned without the siren being in their backyards. In the future, there will be
electical lines that we will be able to tie into. The siren will be a sufficient distance
from the high voltage lines, It will be easily accessible for the installation and any
future maintenance.
I hope this will meet our needs and we can move as quickly on this issue as we can,

This memo is a follow-up to our conversation concerning the placement of the siren. As you know, 1
recently' inet with representatives of Coppell Bible Fellowship Church to discuss the relocation of the
current siren along West Sandy Lake Road, near Coppell Road. Attached to this memo is an exhibit
showing the preferred locations according to representatives of the church.
Option 1 - the placement of the siren on top of the proposed 60' concrete TXU pole at the northeast
corner of their property.
Option 2 - a stand-alone pole in the same location.
Option 3 - a stand-alone pole at the southeast comer of the church property.
Option 4 - the placement of the siren on top of the proposed traffic signal pole.
Option 5 - a stand-alone pole at the intersection of Freeport Pkwy. and Sandy Lake Rd., or the
northwest comer of the church property.
Also, on the exhibit I have superimposed the other items that are proposed along this section of Sandy
Lake Rd. You may notice that in addition to the 60' concrete pole, TXU is proposiDg three 50'
wooden poles, one electric box, and a guy wire at the northwest comer of the church property. The city
is proposing a traffic pole, along with a traffic controller box and a fire hydrant, also at the northwest
corner of the church property.
Please rcxiew this exhibit and confirna that the relocation of the siren needs to be at the norlhwest
comer of the chm'ch property. I will then convey that information to the church and start the process of
obtaining the necessary easement that we need from the church. The necessary easement is shown in
yellow on the exhibit.
During my meeting with the church representatives, they Were unaware of the four TXU poles that
would be adjacent to their property and the traffic pole. So therefore, they may be less resistant to the
placement of the siren. But, again the preferred options are laid out as previously noted and shown in
the exhibit. Thank you for your consideration of this request and I look forward to hearing from you in
the near Future.
