SUBJECT: Ed Bell Construction Co.
It has come to my attention that Ed Bell Construction Co could possibly have a problem
performing the contract awarded by City Council for the Paving, Drainage and Water
System Improvements to Sandy Lake Road.
As a resident of the City of Arlington I noticed that the contractor for the widening of
Cooper Street had stopped work on the project for several weeks. I contacted the
Purchasing Department of the City of Arlington to inquire into the problem. I was
referred to the Engineering Services Department and spoke with a Mr. David Magana.
Mr. Magana informed me that the Cooper Street project was under the jurisdiction of -<~ ~
TxDOT and that the City of Arlington was also concerned with the lack of progress on~,, _~
the project. Mr. Magana told me that the contractor is Ed Bell Construction. He also .---
told me that Ed Bell was delinquent with several projects with the City of Arlington. ~
also told me that recently the City of Arlington had opened a bid for approximatel _.$y~.~
million dollars for work on Center Street and Ed Bell was the Iow bidder. However tl'ie
recommendation was to not award the contract to Ed Bell due to past performance. Mr.
Magana referred me to Mr. Albert Durant of TxDOT.
I contacted Mr. Albert Durant and was informed that TxDOT had concerns about the
lack of performance by Ed Bell on Cooper Street project. He said that Ed Bell was
delinquent on several projects and had been assessed delay penalties and had not
contested the assessments. He said the Cooper Street project was to have been
finished by the end of October 1998 but doubts that the project will be finished for
several more months.
,,Since Lake Road is a sensitive project I feel that the above concerns regarding
Sandy
Ed Bell should be looked into thoroughly and expeditiou_.sly.

Both Mr. Magana and Mr. Durant said that they would not recommend Ed Bell at this
time for any major projects as they feel that Ed Bell is spread too thin to perform
properly.
