In fact it appears she can't determine the exact location of the proposed tie in from the information provided to her. Typically these general discussions of whether or not something like this would be allowed take place much sooner in the process than this. I'm not as concerned about the City of Lewisville, simply because I know you have been working with them, and that changes are being made to the plans based on comments from them. We will still need an approval letter, or a copy of their permit for our records, but I won't hold up your grading waiting for that letter. I strongly suggest that you resolve the TXDoT issue prior to commencing any work on the site. That having been said, the City of Coppell will issue an early grading permit if one is requested, and ail of the appropriate documentation is provided including the hold harmless letter. This particular hold harmless letter should include a statement by the developer acknowledging the fact that no approval has been granted by TXDoT for connection to their roadway in the location shown on the plans, and that the City of Coppell shall be held harmless for any changes to the development plans based on comments, or requirements of TXDot and/or the City of Lewisville. With those specific requirements we would allow you to proceed with grading on your property and within City of Coppell Right of Way. No grading shall take place within the TXDoT ROW or the City of Lewisville ROW under this permit. Permission must be received from those entities prior to commencing said work. I have already begun addressing her preliminary comments so we can have a quick turn-around when we receive a hard copy of the comments. I hope this satisfies any concerns you have for letting us proceed. I have also been in contact with David Salmon at the City of Lewisville. I don't see any points that indicate where the proposed Plaza Blvd. ties into SH 121 i.e., upstream and downstream access connections and more importantly where the exit ramp is in relation to the development. The vicinity maps on the cover sheet and the final plat aren't the same. The final plat shows a proposed street between Ridgemont Dr. and somewhere on the Coppell/Lewisville line but does not show the proposed Plaza Blvd. connection to SH 121. Also, you are showing a fully developed drainage area map. Can you provide a pre-development DA map? You are locating inlets on the DA maps by station numbers; please provide stationing. You are showing inlets on Lewisville Dr. but I don't see that street labeled. The overall grading plan does not show SH 121. You are showing plan and profile for Storm Sewer Line A, presumably because it is the only line that ties directly into our system. However, all runoff in this area comes to the State storm drain system. I need to see plan and profile for all storm sewer lines including calculations showing existing flow in 60" existing RCP, how much flow you will be adding and calcs showing that the cumulative flow entering our system where you want to tie Line A into the back inlet will not blow out the inlet. TxDOT does not use the rational method to design.or analyze inlets. If you need the calculations we use in urban storm drain design, I can get those to you. So much for my preliminary review. This ought to keep you busy until I'm back in the office. I'm sorry but at this time I can not state that any access will be granted until the above comments are addressed.
