CITY OF COPPELL 255 Parkway Boulevard Coppell, Texas 75019 Re: VISTA POINT II/LOTS 3-7, BLOCK A Coppell, Texas Dear Ms. La Mattina: This letter is to notify you that the enclosed Construction Plans have been revised in accordance with your May 13, 2005 Review Memorandum. The following items have been addressed as per the referenced review: PLAT The City of Coppell, with the consent of the City of Lewisville, will require the placement of a second deceleration lane adjacent to Lot 5 along MacArthur Blvd. Additional Right of Way may need to be dedicated for this lane. Response: Contacted Halff & Associates to let them know about the addition of an additional Right-of-Way Easement. Provide additional easement for the DDC located along Highway 121 as was provided at the D DC location on MacArthu r Blvd. The proposed location of the DDC should not conflict with future placement of sidewalks nor have the potential to interfere with work on City utilities in the existing easement. Response: Contacted Halff & Associates to let him know about the addition of 25'x40' Water Easement. STORM SEWER PLANT C2.1 · Provide a detail for the relocation of the City of Lewisville inlet along MacArthur Blvd. Also, provide documentation of their approval of the proposed work. Response: Contractor will have to field verify exact location and depths; and notify engineer in case of revisions to the design before any storm construction is to take place. Ms. Charlene La Mattina, E.I.T. May 19, 2005 Page 2 A duct bank has been encountered in the ROW along Highway 121 during past construction projects. Verify the existence and location of the duct bank along Highway 121 and possibly along Mac Arthur Blvd. The proposed 5'x2' Box Culvert likely will not work. Provide details of modifications to the proposed connections of Line "A" at Sta. 0+00 in the event the duct bank is found to interfere with the construction as shown. Response: Contractor will have to field verify exact location and depths; and notify engineer in case of revisions to the design before any storm construction is to take place. · The flow line of Line B as noted in the mark-ups does not match the flow line profile on C2.2. Please verify and modify. Response: Flowline matches that of sheet C2.2. STORM SEWER PROFILES~ C2.2 · The flow line of Line B as noted in the mark-ups does not match the flow line on C2.1. Please verify and modify. (See comment 5.) Response: Flowline matches that of sheet C2.1. It appears the bends were placed on the water line where it crosses Storm Dewer Line A at approximately station 3+40. Bends may also be needed where the water line crosses Storm Sewer Line B at approximately station 2+60. A 24" minimum clearance should be maintained at storm sewer and water pipe crossings. Response: Bends for the waterline are shown. WATER & SANITARY SEWER PLANT C3.1 · Obtain approval from the City of Lewisville to lower their 12" water main along MacArthur Blvd. Provide documentation of the approval to this department. Response: When we receive the letter of approval from the City of Lewisville, we will send the approval letter to the City of Coppell. · A minimum of one full joint of pipe should be installed where stub-outs extend from crosses. Response: Ail stub-outs have at least a minimum of one full joint of pipe. The proposed location of the DDC should not conflict with future placement of sidewalks nor have the potential to interfere with work on City utilities in the existing easement. May 19, 2005 Page 3 Call out the bends that have been added where the water line crosses storm sewer line A. Bends may need to be added where the water line crosses storm sewer line B. A 24" minimum clearance should be maintained at storm sewer and water pipe crossings. (See comment 7.) Response: Added and called out for four VerticaI Bends where the waterline croeses the storm sewer line. · Consider stubbing the sanitary sewer to Lot 3 at an angle greater than 90 degrees to avoid backing-up of the line. Response: There is a 45.o Wye connect to provide service to Lot 3. · The flow line of sanitary sewer line SS-1 at station 0+60.7 does not match the profile on sheet C3.2. Please verify and modify. Response: Flowline now matches that on sheet C3.2. · An open cut of Forest Hill Drive will not be permitted. Connect to the existing main by dry bore. Response: Added a note to install by other than open cut. · There appears to be some extra pipe shown on the drawing at the location of the fire hydrant nearest to Lake Vista Drive. (See mark-ups.) Correct the drafting error. Response: Cleaned up the area. · General Notes: Water mains that are 10" and smaller shall be PVC C900, DR-14, Class 200. (Water mains larger than 10" shall be PVC C900, DR-18, Class 150.) Response: Revised note to match above comment. SANITARY SEWER PROFILE~ C3.2 · The flow line of sanitary sewer line SS-1 at station 0+60.7 does not match sheet C3.1. Please verify and modify. (See comment 13.) Response: Revised to match. · The vertical scale appears to be shifted by 5 on stations 4+00 through 7+00. Please verify and modify. Response: Revised to show correct elevations. May 19, 2005 Page 4 GRADING AND PAVING PLAN~ C4.1 The City of Coppell, with the consent of the City of Lewisville, will require the placement of a second deceleration land adjacent to Lot 5 along MacArthur Blvd. This should be designed to the standards of the City of Lewisville. Provide documentation of their approval of the proposed work within their City Limits. Response: Decel lane has been added per City of Lewisville design. Attached is an email with the proposed decel lane. LEFT & RIGHT TURN LANES~ C4.2 · Modify the Right Turn Lane Plan to show the additional right turn lane into the south end of Lot 5. Response: See Response for comment under Grading and Paving Plan, C4.1. Both right turn lanes are located in the City of Lewisville and that City's design standards shall prevail. Provide documentation of permission granted for and approval of construction for these lanes. Response: See Response for comment under Grading and Paving Plan, C4.1. This Department received documentation fro TxDOT denying the originally proposed turn lane from Hwy. 121 into the driveway at Lot 3. In lieu of the turn lane, we will require the turning radius into the driveway be an absolute minimum of 40' (a larger turning radius would be preferable.) In addition, provide an acceptable taper per ASHTO guidelines. Provide documentation of permission granted for and approval of construction for this driveway from the City of Lewisville and TxDOT. Response: Decel lane has been taken out and the radius for the driveway has been changed from 20' to 40: Modify the note regarding the Type II Median nose of the Left Turn Lane from MacArthur to read, "Install median nose per City of Coppell Standard Detail 2140." (This newly adopted detail shows a roll-down nose.) Response: Modified note to install median nose per City detail #2140. · Provide details of the modification to the wall within the median. Ensure that no hazards are created by its modification. Coordinate with the owner of the wall on the proposed modifications. May 19, 2005 Page 5 PAVING & EROSION CONTROL DETAIL~ C6.1 All details on this sheet and in the construction plans that are included in our Standard Detail should be removed from the plans. (Refer to the mark-ups.) The contractor is required to have a copy of the City of Coppell Standard Details on the job site at all times during construction. Response: Details marked on comment set has been taken off the sheet. TRAFFIC CONTROL PLAN~ C7.1 · Update this sheet to reflect the changes along Highway 121 and the addition of the right turn lane on MacArthur Blvd. Response: Revised to reflect changes on Highway 121.
