Letter of Permission
Dear Mr. Gaddy:
The City of Coppell intends to construct the Denton Tap Road 16-Inch Water Line
project. Construction of this segment of water line will satisfy the city's requirements for
water circulation and supply as determined by the Water System Master Plan. The
project partially consists of the installation of + 4000 linear feet of 16-inch water line
within the median and the west fight-of-way of Denton Tap Road. The existing 8-inch
cast iron water line located under the west edge of Denton Tap Road was constructed in
1967 and will be taken out of service upon completion on this project due to its age and
potential for problems.
You own a 1.3029-acre parcel located at 881 S. Denton Tap Road. The new 16-incla
water line will be installed in the median in this area. In order to provide fire protection
and future water service to your parcel, it will be necessary to install an 8-inch water line
across the southbound lanes of Denton Tap Road. The 8-inch water line will come off of
the new 16-inch line and extend to the west right-of-way line and be plugged. A new fire
hydrant will be connected to the 8-inch water line within the limits of the right-of-way.
Future development of your property will have the option of connecting to the 8-inch
water line within the limits of your parcel.
The 8-inch water line will be installed by a method other than open cut so that existing
concrete pavement will not have to be removed and replaced, and traffic will not be
impacted. Methods that can be used to install the pipe include
boring, tunneling, and directional drilling. Each of these methods
requires two large pits in which to launch and retrieve the pipe.
The city will need additional area beyond the right-of-way and
on your parcel for construction and utilization of the _+ 15' x 40' pit.
Attached please find a Letter of Permission that will grant the city permission to enter
your property for the construction of a pit and the installation of an 8-inch water line.
The city respectfully requests your execution and return of the letter to this office. Your

That GENE GADDY, the undersigned, does hereby grant to lhe City of Coppell
or its employees, engineers, or contractors, permission to enter the property owned or
controlled by it, being fiirthei described as a 1.3029 acre parcel located at 881 S. Denton
Tap Road for the purpose ol' installing an 8-inch water line for the proposed Denton Tap
Road 16-1rich Water Linc Project (WA 97-01). This project generally consists of the
installation of _~: 4000 linear feet of 16-inch water line. _+ 600 linear feet of 8-inch water
line, and nine fire hsdrants. The constroction of this project is anticipated to begin in
July 2005 with an estimated construction time of nine (9) months. The work on said
property generally consists of the construction of a 4_ 15' x 40' pit and the installation of
an 8-inch water line by a method other than open cut in the location as shown on the
attached plan-profile sheet This Letter of Permission includes the right to move
equipment onto the propcm that is necessary I'or the installation of the g-inch water line
and the right o~' reasonable inglcss and egress across the property fbr the construcfion
purposes
The Cit3 of' Coppell will also restore the land back to its original condition to the
maximmn extent practicable Where sod, shrubbery', and plants are removed during the
con.ruction, such areas will have the same sod, sltmbbery, and plants replaced in their
prior positions
