Halff Associates, Inc. 8616 Northwest Plaza Dallas, TX 75225 RE: Amberpoint Business Park/Lot 2R, Block A Construction Plan Review Comments Dear Mr. McGraw: The City of Coppell has reviewed the referenced plans and has the following comments to offer: Plat 1. Clarify the type of"utility easement" that is defined by line segments 35-61. Private utilities such as water and sewer may not be located within public utility easements. General Notes 2. General Project Notes: Add to note 10 "No lane of traffic may be closed prior to 9:00 a.m. or after 3:30 p.m." 3. Grading Notes: Add to Note 7 "Refer to City of Coppell Standard Details for minimum sub- grade preparation (lime stabilization) requirements." 4. Water & Sanitary Sewer Notes: Modify note 11 to read "All fire hydrants in paving shall be protected with four pipe bollards," unless hydrants located in green-spaces will also be protected with bollards. 5. Paving Notes: Add to Note 8 "Refer to City of Coppell Standard Details for minimum sub- grade preparation (lime stabilization) requirements." Any variances to the standards must be requested to the Engineering Department in writing. Paving Plan 6. Detail the barrier free ramps so that they will be compatible with the future Hike and Bike Trail. Refer to City of Coppell Standard Details for minimum concrete specifications and sub-grade preparation (lime stabilization) requirements. Modify the paving Legend accordingly. Provide dimensions for all parking spaces on the site. The portion of the northernmost driveway onto Sandy Lake Road that is part of the fire-lane should be hatched to show the installation of 7" thick concrete. Mass Grading Plan, Future Building 3 10. Note on the plan that there shall be no fill placed in Zone AE. 11. Adjustments greater than 12" of sanitary sewer manholes should be performed by methods other than the addition of grade rings. Drainage Area Map, Buildings 4, 5 & 6 12. Include the Drainage Area Calculation Table. Storm Drainage Profiles 13. There should be a minimum of 24" of vertical clearance at pipe crossings. Water & Wastewater Plan 14. Show the 20'x30' Utility Easement along Northpoint Drive on this sheet. 15. A gate valve should be placed between the water services and the vault along Northpoint Drive to prevent possible interruption of water service to the buildings. 16. The private irrigation line at the south end of Building 4 should be removed from the public utility easement. The meter should be placed in an easement like the one for the domestic meters and the fire meter. 17. There appears to be a conflict with the proposed 2" irrigation meter at the south end of Building 4 and the existing 2" water line. Please clarify. 18. A full 20' stick of pipe should be installed from the tee and plugged at the southwest comer of the water loop. Refer to the mark-ups. 19. Portions of the private fire line and private sanitary sewer line appear to be located in the "utility easement" described on the plat by line segments 35-61. Private utilities cannot be located in public utility easements (see comment 1). If the utility easement is considered public, then remove the portions of the private lines that are within the easement. 20. Provide profiles for all main sanitary sewer lines. Include all storm and water pipe crossings. There should be a minimum of 24" of vertical clearance at crossings. Should sanitary sewer line "S" also be encased where it crosses water line "B" at approximately station 3+50? Ensure separations meet TCEQ requirements. 21. Sanitary sewer lines should have clean-outs located every 100'. 22. The call-out for the connection to the existing 12" water line off of' Sandy Lake Road specifies an 8" gate valve. Show this valve on the plans. 23. Consider adding a 12" gate valve before the cap and thrust block in the location of the connection to the existing line off of Sandy Lake Road. (Refer to the mark-ups.) This will prevent interruption of service during future construction of the of the 12" water line along Freeport Parkway. Erosion Control Plan 24. Provide erosion control measures for the construction of the driveways along Sandy Lake Road and Freeport Parkway. Erosion Control Details & Notes 25. Silt fence should be wire-backed and steel posts should be used instead of wood stakes. 3 Please make the necessary changes and submit these marked-up plans and two sets of revised plans to the City for review.
