Box 478 Coppell, Texas 75019 Re: Slope failure at 977 Parker Drive, Coppell, Texas Dear Mr. Griffin, It has been over two weeks since I met with Mr. Martin, and I am still waiting for the following: Regarding the City of Coppell's request of the Federal Emergency Management Agency to revise "...the effective 100-year floodplain and effective floodway boundaries along Denton Creek...". As quoted from the enclosed letter dated September 8, 1992, "Upon completion of this project, please submit an "as-built" grading and site plan, certified by a registered professional engineer, for the reclamation area; certification that fill placed in the currently effective floodplain as a result of this project is compacted to 95 percent of the maximum density obtainable with the Standard Proctor Test method...". I want a copy of this study and a site plan that pin-points the locations of the core borings used to determine the compaction of the soils in the immediate and surrounding areas of my property. Particularly in the area where fill was placed behind my home and is now sliding into Denton Creek. Please refer to previous correspondences to you (enclosed and dated April 10 & 25, 1995) requesting the same infonmation. Please refer to the enclosed Surveyors Map. On the morning of May 8, 1995, the creek level was within 14 feet of the fence (pictures are currently being developed). The night before, 3 inches of rain fell. I can only imagine what the creek level would be if Coppell experienced rainfall reflective of a 100 year flood condition. Also note where the floodplain easement lies relative to the creek level on the morning of the 8th. This is not the first time the water level has been this high. In July of 1994, we have video tape of the creek being even higher. Reed (the same civil engineer that did all of the geotech reports relating to the land development where my house is located) in order to inform his trade association members of potential problems which may occur on cut banks. Mr. Reed told me that the city engineers from the state of Texas, who attended that meeting and read this report, chose to ignore the conclusion of this study. I wanted to make sure that you were aware of this study. This report has also galvanized my own efforts, as well as my contiguous neighbors, as to seeking a "fix" to the failure that is occurring behind our homes. I hope to receive the above requested information (this is my third request) in the very near future. 2
