As discussed with you in our pre-bid meeting; of June 21, 1998 on the above captioned project,
please ineotrorate the attached list of 30 items in the addendum to be submitted to the bidders
on July 31, 1998.
We do not utilize mobilization as a separate bid item. We concur with your recommendation to
provide for additional verbiage in the specifications to inform the bidders that tnobililation cost
is spread out among the other items. Temporary paving and traffic control, i.e., barricading are
included in Item Nv. 200SP "Dar-wrapped cylinder concrete water pipe with paving".
T~ucdiermore, traffc control is included in the general specification in reference to the DWLT
addendum to NCT stan'dazd specifications for Public Works Construction; Item 1.?4.2 of General
Provisions, copy attached.
Please furnish us a copy of the addendrun and provide tts with five (5} sets of completed plans

Review of As-Advertised Plans and Specifications:
1. At Station 86+00 there is a high point in the 30" water line with a 24" air bubble:
an air relief valve is required at this location (see sheet 11).
2. The linear feet of pipe to be installed is missing from sheet 4.
3. The station equation on sheet 15 is correct in the profile, but is reversed in the plan
view.
4. "Lowering #3" from station 29+25 to 33+SO is still missing.
5. The requested vertical 6-inch blow-of tap-valve on the existing 30" waver pipe at
paving station 38 +50 for de-watering the existing main prior to tie-in with the new
pipe is not shown on the as-advertised plans.
6. DWU Contract No. 98-311F must be added to the plans and specitcations.
7. In Item 1 of Section A 1 rFf the DWU portion of the specifications, reference must be
made to "see Map 685W-678A plan-profile sheets 1 through 16."
8. In Special Provision S-1, overtime charges for inspection is $30 per hour, not $25,
with a minimum of S60 per day, rather than $50 per day.
9. In Special Provision S-3, delete "DWC.1 Drawings, Details and Standard
Appurtenances" and substitute "DWU Standard Drawings".
10. In Special Provision 5-10, delete "valve" and substitute "water manhole".
11. In Item No. 2005p, delete "Pretensioned" and substitute "Bar-WrApped", since
pretensioned is no longer availabe and has been replaced with bar-wrapped. Add
the phrase "and all embedment materials" to the end of the second paragraph, after
"sod, seed, elc.)".
t2. Provide a list of all 'intended Investigation locations (50 are called out in the specs).
List by paving station and offset in the General Notes on the plans.
13. Utilize DWU Bid Item Nv. 614A and associated bid item description as found in the
DWU Bid item Manual for Abatidan F,xisting Manhole (in lieu of 20S8A and the
inadequate description currently shown in the specifications}. Increase the count
from one to three.
14. In Part IV (p.1-36) of the specifications, the Materials Unit Price and Construction
Unit Price columns are not needed.

1. Delete $id Items No. 506A (4" water service) and 150LP (4" DI pipe) since there is
no such service shown on the plans. The 30" line is a transmission main to Flower
Mound and has no intermediate service taps withun the City of Coppell.
2. Bid Items No. 203 and 204: connections are not paid by DWU as a separate bid
item.
3. Bid Item No. 560CP: there is i~o "cut and plug existing main" shown on the plans.
4. Bid Items No. 700 and 701: all embedment materials are included in the pipe bid
item (see comment #12 above).
5. Bid Item No. 10(! Mobilization: Larry Scalf, City of Dallas Assistant City
Attorney, has determined that this is an illegal bid item, per Randy Nelson, PE.

5. Add Bid Item 2033 for adjustment of water valve covers to finished paving grade.

Permit that maybe required for construction of this project under regulations
contained in 40 CFR Part 122, as amended, under the authority of the Clean
Water Act, 33 U.S.C. 125I et seq. These regulations require the filing of a
. notice of intent to obtain and abide by the general storm water permit for
construction activities, including cleaning, grading, and excavation, that disturb
the applicable amount of total land area, Contact, EPA Region VI, 1445
Ross Ave., Suite 1200, Dallas, Texas 75202-2733, (214) b55-7175, for
permitting information and requirements.
If a permit is required, the CONTRACTOR shall provide measures to control
soil erosion sediment and water pollution created by construction operations
for the duration of the Contract as directed by the Engineer. These measures
snail be in addition to those required of the C:ON'I'RACTOR under
Subsections 3.12.4 {a) through {e) of the Standard Specifications, as
amended."
