Basketball Court in Floodway Easement

I have completed my review of the above reference request for construction
of a 25' X 30' basketball court, per your memo dated March 18, 1991, and
provide the following comments:
A grading plan showing the existing and proposed grades and
elevations is required. Such plan must be sealed by a
registered P.E. and certified by a certified Public Surveyor.
It appears that the attached survey plat only identifies the
location of the proposed basketball court with no information
about elevations and grades. The proposed court seems to be
about fifty {50) feet away from the creek which is acceptable.
There shall be no fill in floodway and/or floodplain. Any cut
and fill activity must be kept to an absolute minimum.
The only proposed activity being considered for approval, is the
basketball court. It is my understanding that installing a
fence is not required for this type of improvement and that
utility outlets, such as electrical, etc. is not requested and
therefore, not considered.
Comply with the Floodplain Ordinance #87390.
Provide as-built grading plan certified by registered public
surveyors showing the existing ground elevations and the newly
constructed concrete pad, as minimum.
I am forwarding a blank floodplain development permit form along
with this memo to be filled out and submitted to our offices.
The City of Coppell be furnished with a "Hold Harmless" letter
stating that the applicant(s) will assume all liabilities
associated with this activity and indemnify and hold the City of
Coppell harmless of any damages resulting from this activity. A
typical statement used by the City of Dallas, which as been
provided to me by Albert H. Halff & Associates, is noted below:

channels and water courses through

these natural phenomena, nor resulting from the failure of
any structure(s) within the floodway easement . "
Once such letter is submitted, it should be sent to the
City Attorney for review and comments.
In general, we have no objection with this request as long as above
comments are addressed.
