Problem Details A property owner behind the Summer Place housing area is building up the topology on the undeveloped property he
owns, significanUy changing the slope of the property such that rain water spills off flooding the alley and backyards
of houses in the area, While changing the topology of property in and of itself is not unlawful, doing so without
following the approprate city codes for infrastructure development to accemodate proper water drainage is, I would
think. The continuing building up of this adjacent property without first considering proper drainage infrastructure
should be a violation of city codes, qi~e owner of the property lives on Leisure Lane. Please conduct an inqui~, into
this astivity and if necessary advise the owner of his obligation to abide by city code. Ttiis acavity continues to awash
the adjecent developed properties with runoff water.

Spoke to Mr Cranfill and told him the property was platted and probably had a drainage plan filed with the
Enigneedng Department. I would do some research on that and get with the Streets Department
on the failed alley behind 125 Summer P~ace (the approximate location of the failure)

Mr Cranfill, This e-mail was sent to me from Engineering in response to your concerns. The Street Department has
referred the damaged alley to Eegineedng and said it would be repaired when the property in question is developed.

E-mail from Engineering:
I spoke with Ken (Dry Engineer) about this project. He said that engineering doesn't get involved with individual
residential development. He said that they typically submit a lot grading plan when they take out a building permit.
Also, unless the property is located within a fioedplain, the property owner is free to move dirt around.

If a property owner negatively impacts a neighboring proper[,/with regard to drainage, it is a civil matter.
