The letter should come from the owner of the property or his authorized representative. The permit application can come from the contractor or the engineer, as long as it clearly identifies the contractor and gives a contact number for a responsible party. In addition to the application, inspection fees in the amount of 2% of the contact amount need to be paid, and a copy of the executed NOI needs to be turned in to the city. You should fill in the applicable sections of the Floodplain Development Permit and have the owner sign it then submit it with the rest of the documentation for Ken's signature. Go ahead and check all provisions, and add under "other" the requirement to submit to FEMA for the LOMR after completion of the work. Once all these items are taken care of, an inspector will be assigned, and a pre-construction conference will be scheduled. Feel free to call with any additional questions or comments. Keith R. Is the Hold Harmless letter a form letter that you have? if not, what does it need to say? Is the Early Grading Permit applied for by the contractor and issued to him?
