Project # DR 04-01 - Request for Change Order
Dear Ms. Keene:
This letter is the response to your request for a Change Order to add calendar days to your contract
and to change the pipe specified from RCP to ADS. My answer is multi-part, so I will respond as
you have posed the issues:
1) As to the slow process of hand digging - the City will take your request to add days under
advisement. You should continue to work diligently to complete the contract under the stated
terms. If the work proceeds and we see that hand digging is inordinately cumbersome and time
consuming, we will consider adding some days to the contract.
2) As discussed onsite, our intent was to meander the ditch line to avoid disturbing existing
improvements. This should be the tactic you use to work around those improvements such as
mailboxes and landscaping. Work with the City Inspector to disrupt as few improvements as
possible. You are correct in your assessment that Whitewater will not be paid for line items not
constructed. This is a unit price contract, and the final payment will be based on the actual
quantity constructed at the contract unit price.
3) We will consider the use of ADS pipe in lieu of RCP with the appropriate reduction in cost per
LF connected with the difference in price. Please submit an estimate of the difference and we
will consider issuing a change order. In lieu of a cost reduction we would also con:sider the
addition of an appropriate end treatment for the culverts.
