DATE '~,.~ .,~t' 07~.7~$. / Over the past three years, a major investment study (MIS) has been undertaken by the Texas Department of Transportation (TxDOT) and its study team to evaluate needed improvements in the S.H. ll4/S.H. 121 corridor. Numerous technical review meetings and a series of public meetings were held throughout the study to ensure eventual consensus on a preferred alternative. The result to date is a preferred alternative for an express/managed facility along S.H. 114, in conjunction with arterial, intersection and interchange improvements and transportation demand management initiatives. At this point, the preferred alternative is a generalized concept only, including the general alignment, mode, type of lanes, project limits and project finances. The next step for the study team is to present the preferred alternative to the Regional Transportation Council (RTC) so that a resolution may be passed to include this project in the regional mobility plan, Mobility 2020. The RTC will be looking for support from the local governments and agencies as part of the presentation of the preferred alternative. Once the RTC resolution is passed, the project will go from the planning stage to schematic design development. This resolution is being brought forward as official support for the preferred alternative as outlined in the attached MIS Summary. As is stated in the summary, most of the design issues including local access, 'interchange improvements and right-of-way needs will be formulated through a collaborative effort between the study team, the public and local governments as the project continues into the future. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS, AFFIRMING SUPPORT FOR THE GENERALIZED DESIGN CONCEPT OF AN EXPRESS/MANAGED FACILITY AS THE PREFERRED ALTERNATIVE OF THE MAJOR INVESTMENT STUDY TO IMPROVE MOBILITY IN THE S.H.121/S.H.114 CORRIDOR AND PROVIDING AN EFFECTIVE DATE. WHEREAS, recent and continued growth in the City of Coppell and the entire DFW Airport region has resulted in increasing congestion in the S.H. 121/S.H. 114 corridor; and WHEREAS, sustained mobility in the S.H.121/S.H.114 corridor is vital to the region and the City of Coppell; and WHEREAS, the City of Coppell is in support of the Major Investment Study (MIS) performed by the Texas Department of Transportation and its study team. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, DALLAS COUNTY, TEXAS: Section l: That the City of Coppell hereby affirms its support to make improvements to the transportation facilities within the S.H. 121/S.H. 114 corridor. Section 2: That the City of Coppell hereby affirms its support for the generalized design concept for construction of an express/managed facility in the median of S.H.114 as depicted in Exhibit A. Section 3: That the City of Coppell hereby affirms its support for the use of Transportation System Management and Transportation Demand Management strategies in the S.H. 121/S.H. 114 corridor. Section 4: That the City of Coppell hereby affirms its support for continued communication between the study team and the public and local governments to formulate additional improvements to local freeways, interchanges and arterial streets.
