Lt STAFF COt{MEN'TS: INITIALS As a result of the S.H. 121 meeting held on July 7, 1995, it was requested that each participating community/entity adopt a resolution supporting the funding for the S.H. 121 Bypass as proposed in the Draft 1996 Transportation Improvement Plan. Attached please find a memo from the S.H. 121 Task Force and a schedule of the public meetings on the 1996 Transportation Improvement Plan. Staff recommends approval of the resolution. Cr~ A RESOLUTION OF THE CITY OF COPPELL, TEXAS IN SUPI~RT OF FUNDING FOR THE SH 121 BYPASS AS PROPOSED 1N ~ DRAFt 1996 TRANSPORTATION IMPROVEMENT PLAN. WHEREAS, the Texas Department of Transportation and the NCTCOG Regional Transportation Council are considering adoption of the 1996 Transportation Improvement Program (TIP); and WHEREAS, the draft of said 1996 TIP includes $66.3 million for commencement of construction in fiscal year 1996 of the remaining sections of the State Highway 121 Bypass from Denton Creek to Denton Tap Road and from IH 35E to FM 544; and WHEREAS, the City Council of the City of Coppell has actively participated in the State Highway 121 Task Force since 1986 for the purpose of encouraging and expediting construction of this important regional thoroughfare; and WHEREAS, local governments and property owners have delivered to the State of Texas approximately 385 acres of right-of-way totaling over 80% of the land required for constiuction of the Bypass; and WHEREAS, the Texas Transportation Commission in adoption of Minute Order 101682 in November 1992 acknowledged that "completion of the State Highway 121 Bypass is critical for the safety and mobility within the area's transportation system, and would serve the economic and social needs of the area"; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coppell, Texas, that the City of Coppell expresses its appreciation to the Texas Department of Transportation and Regional Transportation Council for inclusion of the State Highway 121 Bypass in the Draft 1986 Transportation Plan, and urges adoption of said funding and commencement of construction of the Bypass at the earliest possible date. the p~,Y PASSED and ,approved by the City Council of the City of Coppell, Texas on this day of~ 1995. Pope Date: July 16, 1995 Re: Draft 1996 Transportation Improvement Plan (TIP) Last week the Dallas District office of TxDOT and the Regional Transportation Council of NCTCOG released the Draft 1996 TIP. Following public meetings to be held over the next six weeks (schedule attached), the District office and the RTC will make their decision regarding approval of the document; eventual approval of the TIP by the Transportation Commission and invlusion in the Statewide TIP will set transportation funding priorities for the next year. The Draft TIP includes $66.3 million for construction of the last two sections of the SH 121 Bypass (Stage I); construction is proposed to commence in fiscal year 1996 with completion expected in 1998-99. As active participants in thc SH 121 Task Force, you are aware of the tremendous importance of the Bypass to our region and the great progress made over the last eight years in expediting construction of the project. It is ~ritical we continue our support of the Bypass to assure the proposed funding remains in the TIP and construction commences on schedule. Denton County Commissioner Sandy Jacobs requested that a dral~ resolution of support be circulated to all local government members of thc Task Force for adoption and presentation at the appropriate public hearings. Wc hope you will have time to adopt the resolution and return a copy (via fax if necessary) by Monday, July 24. We will present the resolutions and letters of support from non- government members of the Task Force at the hearings. We encourage each of you to also have a representative in aRendanec at one or more of the meetings. Please let us know if you have any questions on this matter.
