As a result of the State Highway 121 meeting held on January 8, 1993, it was requested
that each participating community/entity adopt a resolution urging the Highway
Commission to start the construction of the S.H. 121 bypass at the earliest date
possible. Denton and Collin counties have each approved a resolution in this
regard and cities along the S.H. 121 have been asked to provide their formal
support. Attached please find a status report for the S.H. 121 improvement
projects, memo to the City Manager, dated January 21, 1993.

FunFest April 30th and May 1st and 2nd, 1993.
Ron Pankey of Coppell Celebrates, Inc. addressed the Council regarding his corporation.
Councilman Robertson moved to approve a donation in the amount of $500.00 to Coppell
Celebrates, Inc. for promotion of economic development of Coppell via planned FunFest
April 30th and May 1st and 2nd, 1993. Councilman Weaver seconded the motion; the
motion carried 6-0 with Mayor Pro Tern Smothermon and Councilmen Weaver, Thomas,
Morton, Robertson and Garrison voting in favor of the motion.
11.
Consideration of approving a resolution urging the Texas Transportation
Commission to commence construction of the State Highway 121 bypass at the
earliest possible date and authorizing the Mayor to sign.
Councilman Weaver moved to approve a resolution carrying Resolution #022393.1 urging
the Texas Transportation Commission to commence construction of the State Highway 121
bypass at the earliest possible date. Councilman Robertson seconded the motion; the
motion carried 6-0 with Mayor Pro Tern Smothermon and Councilmen Weaver, Thomas,
Morton, Rober~son and Garrison voting in favor of the motion.
12.
Discussion and presentation regarding endorsement of the Corridor Development
Certificate (CDC) Manual for development activities within the boundaries of the
Trinity River Corridor, and directing staff to bring forward an ordinance amending
the Hoodplaln Ordlnance #87390, for adoption.
Accolades were given to the Staff and Councilman Morton for work done on this project.
Councilman Robertson moved to direct staff to bring forward an ordinance amending the
Floodplain Ordinance #87390. Councilman Thomas seconded the motion; the motion
carried 6-0 with Mayor Pro Tern Smothermon and Councilmen Weaver, Thomas, Morton,
Robertson and Garrison voting in favor of the motion.
13. Consideration of a request for variance to Sections 10-5-3(A) and 10-5-3(B3) of the
Sign Ordinance which concerns allowable areas for attached signs. This variance
is being requested by Mr. Morris Salerno, Jr. for the Salerno Gibbs Station
Restaurant at 125 Kimble Court.
Greg Jones, Chief Building Official, made a presentation to the Council stating that Staff
recommends removal of signs to comply with ordinance. Councilman Weaver moved to
deny a request for variance to Sections 10-5-3(A) and I0-5-3(B3) of the Sign Ordinance
which concerns allowable areas for attached signs requested by Salerno Gibbs Station
Restaurant. Councilman Thomas seconded the motion; the motion carried 6-0 with Mayor
Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton, Robertson and Garrison
voting in favor of the motion.
14.
Consideration of two variances from Section 10-5-2(C) of the City of Coppell Sign
Ordinance regulating spacing and setbacks for detached (monument) signs. These
variances are requested by Northlake Creative Learning Center, Inc., located at 924
S. Beltline Road.

S.H. 121 Meeting on 1-8-93
January 21, 1993
I attended the above-referenced meeting held at Frito-Lay Management Conference Center. Mr.
John Blain of TexDOT provided an update on the S.H. 121 improvements and the 121 Bypass
to the committee members. I provide the following comments based on the information I
received during the meeting and my understanding of the project status in the vicinity of the City
of Coppell:
S.H. 121 Capacity Improvement (State I)
A. Section 1: From Tarrant/Dallas County line to north of Denton Creek (4-lane
~iivided highway with 2-lane frontage roads) was completed in July, 1992.
B. Section 2: North of Denton Creek to I.H. 35E (4/6 lane divided highway) is
67% complete. Estimated completion date is September, 1993.
S.H. 121 (Spur 553) Lewlsville By-Pass (State B
Attached maps show the right-of-way status. Using these maps I created one with the
highlighted section of the project through the City of Coppell.
A. Section 9: North of Denton Creek to Denton Tap Road (3-tane frontage roads)
* IS listed on Category 13 - State Funded Mobility. On October 28, 1992,
the Highway Commission approved Minute Orders which completed the
1993 Transitlouai Project Development Plan (PDP), and includes the
State Funded Mobility Projects, Category 13 (see Attachment 'A').
* Estimated letting date is October, 1998 according to TIP.
~Section 10: Denton Tap Road to Lake Vista (3-lane frontage roads) has been
completed since 1988.

Section 11: Lake Vista to East of I.H. 35E (the Interchange project), 3-lane
frontage roads
Is also included as one of the Category 13 State Funded Mobility
Projects.
It is important to note that the interchange project was not initially
approved during the programming process. Therefore, it is not included
in the 1993 TIP. (See attached letter from TexDOT to Denton County
Commissioner Sandy Jacobs, dated December 30, 1992).
The interchange project will be included in the 1994 TIP with a condition
of Highway Commission approval of the PDP, in August, 1993.
Construction plans are 80% complete. The estimated letting date is April,
1994.
The Texas Transportation Commission has authorized State funding of
$3.9 million for Stage I of construction (Minute Order 101682).
The City of Lewisville will provide $50,000 for completion of
construction plans.
* Denton County will assume $484,000 of the RDD obligation.
* Total cost to the State will be $13.3 million.
3. S.H. 121 Freeway Improvement (Staee ID
Section 13: Tarrant County line to north of Denton Creek (conversion to
Freeway)
This project has been approved for feasibility studies in the 1993
Transitional PDP.
It is important to note that TexDOT is awaiting some type of resolution
from the Cities of Coppell and Grapevine concerning the grade separation
and proposed ramps, etc. off of S.H. 121 to serve the two cities. The
question is where they should be located as related to the S.H. 121
Freeway Improvement Project.
Mr. Blain reqnested a status report on this issue at the next meeting
(2/12/93), if possible.

Section 14: Existing S.H. 121 near Denton Creek to existing S.H. 121 near
F.M. 555 (Lewisville By-Pass)
* This project is on "hold" in the 1993 Transitional PDP.
4. Ri~,ht-of-Wav Status
A. S.H. 121 (By-Pass) from Denton Creek to Denton Tap Road
* There are 17 parcels to acquire.
* Once Denton and Dallas Counties sign the contract and deposit their
funds, the acquisition will take 24 months.
B. S.H. 121 (By-Pass) from Denton Tap Road to Trinity River
* There are 7 parcels to be acquired.
* Acquisition will take 24 months after the contract is signed with local
public agencies and funds are deposited.
* State attorneys are preparing the contract at this time.
Attached please find a draft resolution provided to Committee members at the meeting. The
resolution is basically urging the Texas Transportation Commission to start the 121 By-Pass
construction at the earliest possible date. Denton and Collin Counties have each approved a
resolution in this regard (see attached Denton County's Minute Order #01-93-193).
It is our intent to bring this resolution forward for consideration of approval by the City Council
at their regularly scheduled meeting of February 23, 1993.

A RESOLUTION OF THE CITY OF COPPELL, TEXAS, URGING THE TEXAS
TRANSPORTATION COMMISSION TO COMMENCE CONSTRUCTION OF THE STATE
HIGHWAY 121 BYPASS AT THE EARLIEST POSSIBLE DATE.
WHEREAS, The Commissioners Court of Denton County and the City Councils of the Cities
along the State Highway 121 Bypass, through cooperation with property owners along the
Bypass, have delivered to the Texas Department of Transportation donation deeds for
approximately 385 acres of fight-of-way for construction of the freeway, such donations totaling
over 80% of the required fight-of-way; and
WHEREAS, Denton County has committed to provide up to $1,000,000 to be used for
acquisition of additional fight-of-way, relocation of utilities and construction of the interchange
of State Highway 121 Bypass and Interstate Highway 35E; and
WHEREAS, the City of Lewisville has committed to provide up to $50,000 for completion of
construction plans for the S.H. 121/I.H. 35E interchange and up to $25,000 for funding of title
insurance policies for portions of the donated fight-of-way; and
WHEREAS, the Texas Transportation Commission in adoption of Minute Number Order 101682
dated November 24, 1992, has acknowledged that "completion of the State Highway 121 Bypass
is critical for the safety and mobility within the area's transportation system, and would serve
the economic and social needs of the area"; and
WHEREAS, construction of portions of Stage I of the Bypass could begin in fiscal year 1994.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS:
The Council expresses its appreciation to the Texas Transportation Commission and the staff of
the Texas Department of Transportation for their continuing efforts to make this project a
reality, and
The Council pledges to continue to work in partnership with the Texas Transportation
Commission and the Texas Department of Transportation on this and other important regional
projects.
AND BE IT FURTHER RESOLVED:
The City Council of the City of Coppell joins with the municipalities and property owners along
the State Highway 121 Bypass to urge the Texas Transportation Commission to consider all
methods available to cause construction of the State Highway 121 Bypass to commence at the
earliest possible date.
